INTRO: Russian Foreign Minister Igor Ivanov has said for the first time that Russia will use its veto to block passage of a new United Nations Security Council resolution paving the way for war against Iraq. V-O-A's Lisa McAdams in Moscow reports on Russia's position.

TEXT: Until now, Russia has resisted specifying whether it would exercise its veto right as one of five permanent members of the U-N Security Council.

But in the run-up to this week's expected vote on the resolution, proposed by Britain, the United States and Spain, Mr. Ivanov said Russia has yet to hear any information supporting the need for an additional resolution.

Mr. Ivanov said the draft contains unattainable ultimatums and demands, and if it is put to a vote, Russia will vote "no."

The draft resolution calls for Iraq to prove it no longer has banned weapons by next Monday, or face war.

Russian President Vladimir Putin earlier pressed Russia's anti-war stance in phone calls with the leaders of France and Germany. The leaders of all three nations still believe a peaceful resolution on Iraq is possible. (Signed)
