INTRO: U-S Secretary of State Colin Powell says the United States is coming close to winning the votes needed to pass a U-N resolution that paves the way for the use of force to disarm Iraq. But as V-O-A's Paula Wolfson reports, Mr. Powell concedes the possibility of a veto by France -- one of the five permanent Security Council members.

TEXT: Secretary of State Powell told C-N-N's "Late Edition," the United States is working hard to get the resolution through the 15-member Security Council.

... and I think we are making some progress with the elected 10 members, but as you know, the French have taken a strong position to oppose any resolution. Although they have not used the word 'veto,' they are certainly indicating that.

Earlier, during an appearance on the "Fox News Sunday" television program, Secretary Powell said he would not be surprised if the French do indeed cast a veto.

I don't think they have hidden their hand on this one. They have been out front saying they do not think this is the way to go.

Mr. Powell stressed, the United States will put the resolution to a vote this week, and has no plans to change its March 17th deadline for Iraq to disarm. (Signed)
