INTRO: Russian Deputy Foreign Minister Georgy Mamedov says Russia would consider a new Security Council resolution on Iraq, if it is aimed at finding a political settlement, and does not automatically authorize war. V-O-A's Lisa McAdams in Moscow has details.

TEXT: The deputy foreign minister says Russia is willing to look at any and all proposals that aim to bring about a political settlement on Iraq. But addressing reporters Friday in Moscow, Mr. Mamedov stressed the proposals must be sincere.

If it is just another way to legitimize a quick military operation, then our position is well known, and we are on the record. If it is a sincere attempt to find a political solution in extraordinarily difficult circumstances, then, of course, we will take all proposals into account.

Mr. Mamedov says Russia believes a military operation would be a tragic mistake.

Moscow has long disputed the need for any new Security Council resolution on Iraq, saying more time is needed to enable existing resolutions to work. But President Bush warned the Security Council Thursday that the time for diplomacy on Iraq is running out. (Signed)
