U.S., Allies to Introduce New Resolution on Iraq

(White House Report for February 24, 2003) (310)
U.S. AND ALLIES TO INTRODUCE NEW IRAQ RESOLUTION
As the United States, together with Great Britain and at least one
other key ally, prepared to introduce a new Iraq resolution before the
United Nations Security Council, White House Press Secretary Ari
Fleischer said there is "very little hope left" that Saddam Hussein
will respond to diplomacy.
"Today we're going to submit a resolution to the U.N. Security Council
that spells out what the world has witnessed the last months,"
President Bush said in a speech today to the National Governors
Association. "The Iraqi regime is not disarming as required by last
fall's unanimous vote of the Security Council."
Fleischer described the latest resolution as "very short and to the
point," adding that it "will underscore the importance of Resolution
1441."
He said Bush is "confident that the resolution will have the requisite
number of votes needed to pass." For a resolution to pass, it needs at
least nine votes from the 15 member nations of the U.N. Security
Council without a "no" vote, or veto, from any of the five permanent
members. Fleischer said that the president "expects it will be voted
on in short order."
BUSH CALLS ROMANIAN LEADER, VISITS WITH RUSSIAN OFFICIAL
President Bush, in a call to Romanian President Ion Iliescu, discussed
the diplomatic steps being taken at the United Nations regarding Iraq.
The president expressed appreciation for Romania's strong friendship
and support, and noted that the United States continues to support
Romania.
Bush also stopped by to visit Aleksandr Voloshin, head of the
administration of the Russian president, who was meeting with National
Security Advisor Condoleezza Rice. Bush and Voloshin talked about
deepening and broadening the relationship between the United States
and Russia, Fleischer said.
