INTRO: The United States and Britain plan to introduce another resolution on Iraq at the United Nations later Monday (about 3:30pm EST Monday). V-O-A's Paula Wolfson reports, President Bush wants quick action from the Security Council.

TEXT: The president says the new resolution makes a simple point: Iraqi leader Saddam Hussein is not disarming, as required by the United Nations.

We are going to work with the members of the Security Council in the days ahead to make it clear to Saddam that the demands of the world and the United Nations will be enforced.

Mr. Bush says it is an "interesting moment" for the Security Council and the United Nations. He says the relevance of the world body is at stake.

Is it going to be a body that means what it says? We certainly hope it does.

British officials say they expect a vote on the new resolution by mid-March -- a fast timetable by U-N standards. White House spokesman Ari Fleischer says that is not a bad estimate, adding, the president wants the resolution considered "in short order." (signed)
