INTRO: British Foreign Secretary Jack Straw says his country and the United States will propose a second resolution on Iraq in the U-N Security Council and they will seek a vote on it in about two-weeks. Correspondent Roger Wilkison reports from Brussels, where Mr. Straw is attending an E-U foreign ministers' meeting.

TEXT: As he arrived at the meeting, Mr. Straw said Iraqi leader Saddam Hussein's failure to comply with U-N disarmament resolutions had been proven. He says Saddam Hussein is approaching the end of his final opportunity to disarm.

Mr. Straw called for the international community to stop indulging Mr. Hussein, and specifically called for France to, in his words, "live up to" its commitments under existing Security Council resolutions.

France, an opponent of war with Iraq, reacted immediately, saying a second resolution is neither useful nor necessary. President Jacques Chirac's spokeswoman, Catherine Colonna, reiterated French policy that the use of force against Iraq can only be the last resort.

Ms. Colonna says France will unveil new proposals to resolve the Iraq crisis without recourse to war, but she gave no details. (SIGNED)
