INTRO: The White House says it is still hopeful the United Nations will back strong action to disarm Iraq, and says a second security council resolution is possible. V-O-A's Paula Wolfson reports.

TEXT: White House Spokesman Ari Fleischer says the president hopes when all the debate and politicking is over, the United Nations will be relevant.

Holding up a copy of U-N Resolution 1441, he says the world must follow through with its disarmament demands.

The president wants to make certain that U-N resolutions hold value. It is not only important to disarm Saddam Hussein, it is important to pave the way for a good future.

But France, Russia and Germany oppose the use of force. France and Germany are also among those blocking NATO efforts to help member Turkey bolster its defenses in preparation for a possible U-S led war with Iraq.

Mr. Fleischer says NATO can still come to Turkey's aid.

At the end of the day the president does believe the right thing will be done and that nations will honor their obligations to our friend Turkey.
