INTRO: British Prime Minister Tony Blair says the disarmament showdown with Iraq is nearing its conclusion. He told parliament there is now unmistakable evidence that Iraq is not cooperating with U-N weapons inspectors. We get more from V-O-A's Michael Drudge in London.

TEXT: Mr. Blair briefed lawmakers on his meeting last Friday in Washington with President Bush.

He said the international community is entering what he called "the final phase" of a 12-year effort to get Iraqi President Saddam Hussein to give up his arsenal of weapons of mass destruction.

Eight weeks have now passed since Saddam was given his final chance. Six hundred weeks have passed since he was given his first chance. The evidence of cooperation withheld is unmistakable.

Mr. Blair said he and President Bush agree they will seek a second U-N resolution that could authorize force against Iraq if U-N weapons inspectors report continued problems. (Signed)
