UN must play central coordinating role in Iraq postwar structure

Moscow, Sept 9, Itar-Tass/ACSNA/IRNA -- Russia holds that the United Nations Security Council must adopt such a resolution as would increase the United Nations involvement in the postwar restoration of Iraq and ensure the United Nations central coordinating role in the process, Russian Deputy Foreign Minister Yuri Fedotov told Tass on Tuesday. Russia has `a number of questions to the US draft resolution on Iraq`, he said. The draft resolution will be discussed by the ministerial conference of the five permanent members of he United Nations Security Council, to be held in Geneva at the weekend. Russian Foreign Minister Igor Ivanov will take part in it. Fedotov said `work on the resolution goes on`. "We have familiarized ourselves with the American proposals and we have a number of questions," he said. "There is no complete clarity in the United States proposals, and the task of the present consultations is to bring closer the positions and to arrive at the decision acceptable to all members of the Security Council." Fedotov said that Moscow `approaches these consultations in a most responsible and constructive way`. Russia holds that the `multinational peacekeeping forces in Iraq under the United Nations auspices must be under single command and must report to the United Nations`. Russian Deputy Foreign Minister Yuri Fedotov stated this to Tass on Tuesday. He said there must be a specific schedule for the restoration of Iraq`s sovereignty. "It must be clearly stated when, how and under what circumstances the Iraqi people will be able to restore its sovereignty and create a lawful government on the basis of democratic processes," Fedotov said. "The mandate for multinational forces must be firmly linked to political goals of the restoration of Iraq and must ensure prompt advance to the implementation of these tasks," he said. /AH/210 End
