- Powell Says Power Transfer Depends on Iraq's Readiness Washington File 28 Sept 2003-- The United States and the United Nations agree that there should be "a transfer of authority as quickly as possible to the Iraqis," but such a transfer cannot take place before the Iraqis are prepared to "discharge that authority in a very, very responsible way," Secretary of State Colin Powell said in an interview on CNN's Late Edition September 28.
- Powell Urges All Nations to Aid Iraq's Reconstruction Washington File 28 Sept 2003-- In an interview on ABC's This Week September 28, Secretary of State Colin Powell called upon the nations of the world to "come together and help reconstruct Iraq and give the people of Iraq hope and a better future."
