Bremer Names New Director of Economic Policy in Iraq
Belka to succeed McPherson in position
L. Paul Bremer, civilian administrator in Iraq, has named former Polish Minister of Finance Marek Belka to replace Peter McPherson as Director for Economic Policy in the Coalition Provisional Authority (CPA).
In an August 22 Department of Defense press release, Ambassador Bremer said Ambassador Belka will assume the position following a donor's conference in Madrid scheduled for October 23-24. Belka has been serving as chairman of the Council for International Coordination (CIC), which Bremer established in June to facilitate participation of the international community in relief, recovery and development efforts in Iraq.
Andrew Goledzinowski, who is the current vice-chair of CIC, will take over for Belka in the chairman's position.
McPherson, a former administrator of the U.S. Agency for International Development, will return to his position as president of Michigan State University.

NEW CPA DIRECTOR FOR ECONOMIC POLICY ANNOUNCED
Ambassador [L. Paul] Bremer today announced that Ambassador Marek Belka, currently Chairman of the Council for International Coordination (CIC) will take the post of Director for Economic Policy in the Coalition Provisional Authority [in Iraq] as of November 1 2003.
He will be replacing Peter McPherson who will be returning to the Presidency of Michigan State University, where he has been President for several years, and was given leave of absence to serve in Baghdad until the Fall.
Ambassador Belka will continue as Chairman of the CIC until the Donor's Conference in Madrid scheduled for 23-24 October 2003. Following the conference, Australian diplomat Andrew Goledzinowski, who is presently Vice Chair of the CIC, will succeed Ambassador Belka as Chairman.
Ambassador Bremer said:
I would like to thank Peter McPherson for all the hard work he has done since he has been here. He has contributed much to the economic development of Iraq and put in cornerstones that will help build a brighter future for Iraq.
I am delighted that Ambassador Belka has agreed to be Director for Economic Policy. As a previous Minister of Finance he will bring considerable expertise to this important post.
I am also pleased that Andrew Goledzinowski is available to take on the Chairmanship of the CIC, which will include a focus on follow-up to the Madrid Conference.
Marek Belka
Ambassador Belka was former Polish Deputy Prime Minister and Minister of Finance to the Finance and Economics Ministry. He also served as Senior Advisor to J.P. Morgan for Central and Eastern Europe since November 2002. He has been a member of the Board of Directors for several companies as well as the Director of the Polish-American Freedom Foundation. From 1997 to 2001, he was advisor and consultant to the World Bank and IFC [World Bank's International Finance Corporation] as well as Advisor to the Prime Minister of Albania.
Ambassador Belka was appointed to serve as the Polish Deputy Prime Minister, Minister of Finance in 1997 and from 2001-2002. Prior to this appointment he served two terms as Chief Economic Advisor to the President of Poland from 1996-1997, as well as from 1998-2001. He served as Vice-Chairman of the Council of Socio-Economic Strategy, Council of Minister of Poland from 1994-1997.
He is Professor of Economics at the University of Lodz, where in 1972 he received a M.A. in Economics and then a Ph.D. in Economics in 1978. He completed post-graduate programs at Columbia University and the University of Chicago. He is the author of several books and over 100 articles on macroeconomic theory and policy, anti-inflation policy in market economies, economics of transition, particularly on microeconomic adjustment under different policy regimes in transition economies. He is a tenured professor at the University of Lodz and Institute of Economics, Polish Academy of Sciences in Warsaw. From 1993-1996 he was Director of The Institute of Economics.
Ambassador Belka was born in Lodz, Poland in 1952.
Andrew Goledzinowski
Andrew Goledzinowski is a senior officer of the Australian Department of Foreign Affairs and Trade. He has previously served in New Zealand, South Africa, Vanuatu, and Geneva. From 2000-2002 he worked as Chief of Staff to the UN High Commissioner for Human Rights. He was seconded to ORHA [the Department of Defense's Office of Reconstruction and Humanitarian Assistance] in Mid-March 2003 as Australian team leader and was appointed by Jay Garner to be his Head of Secretariat. In June he was appointed by Ambassador Bremer to the Vice Chairmanship of the CIC.
