Iraqi Delegation is to Address UN Security Council

A delegation from the newly created Iraqi Governing Council is to present itself at the United Nations Tuesday, as the Security Council begins discussing a report from Secretary General Kofi Annan on postwar conditions in Iraq.
The Iraqi delegation will include Adnan Pachachi, a former Iraqi Foreign Minister, Ahmed Chalabi, who was once favored by the U.S. Defense Department to lead the new Iraqi government, and Akila Hashami of the Iraqi Foreign Ministry.
On Monday, the U.N. chief praised the creation of the Iraqi council, calling it "a positive step" and urged the world body to give its support to the group.
Mr. Annan said the group emerged from consultations with Iraqis and others, including his special envoy to Baghdad, Sergio Vieira de Mello. Mr. Annan said the envoy has assured him that the group is a broad representation of the Iraqi people.
In his report on Iraq, Mr. Annan lists ways the United Nations can help in the reconstruction of the country. He urges the United States and Britain to set a timetable for the return of sovereignty to Iraq, and says the U.S. -led coalition is solely responsible for restoring law and order and administering Iraq.
Special representative Vieira de Mello is also expected to brief the Security Council Tuesday.
