U.S. military officials say thousands of soldiers from a key U.S. Army division will not return home by September, as had been expected, but will remain in Iraq indefinitely.
The commander of the U.S. Third Infantry Division, Major General Buford Blount, said his soldiers have been ordered to stay in the country due to the uncertainty of the situation there.
The division was the first U.S. unit to enter Baghdad during the U.S.-led war against the former Iraqi government.
Meanwhile, Iraq's new Governing Council says it will send a delegation to the United Nations to show it is the legitimate Iraqi authority during the country's transition to democracy.
But the Governing Council did not elect a leader Monday, as had been expected.
