    Iraq: With the second largest oil reserves in the world, Iraq has been able to finance Saddam Hussein's military adventures, including the devastating war with Iran and the 1990 invasion of Kuwait. Except for Syria, Arab states gave dgruding support to Iraq in the first conflict; all but Jordan were opposed in the second. UN sanctions remain in force, and U.S. And British aircraft patrol no-fly zones, partly to protect minority Kurds in the north and, in the south, Shiite Muslims battered by Saddam's Sunni regime. Unchecked by UN inspections since 1998, Iraq is believed to be developing weapons of mass destruction more potent than the poison gas it used against Iraian troops and its own Kurdish citizens.
