UN Arms Inspectors Will Be Guided By UNSC Resolutions
(Secretary General Annan says Iraq must abide by resolutions) (170) By Judy Aita Washington File United Nations Correspondent United Nations -- The Security Council "is free to adopt any resolution that it wants" on Iraq, Secretary General Kofi Annan said September 23. The UN secretariat and the UN Monitoring, Verification, and Inspection Commission (UNMOVIC) will be guided by the Security Council and "any new resolutions the council adopts and so should Iraq," the secretary general said at a press conference held to discuss his new plans to reform UN administration. If the council adopts a new resolution on Iraq, said Annan, not only will it guide the work of UNMOVIC, but it should also "demand Iraq's implementation" under Chapter VII of the UN Charter. Chapter VII provides for enforcement measures. Annan said that in talks with senior Iraqi officials earlier this month he advised the Iraqis "not to hedge their acceptance" of the return of UN weapons inspectors. The secretary general said that he told the Iraqis that in accepting the inspectors "it has to be clear that they are going back without conditions and that they will cooperate with them to do their work."
