U.S. Clarifies Administration of Funds For Iraqi Opposition
(Taken question from the August 15 State Department briefing) (220) Following is the official answer to a question taken at the August 15 regular State Department briefing; the answer was posted August 16: (begin text) U.S. DEPARTMENT OF STATE Office of the Spokesman For Immediate Release August 16, 2002 2002/720 Question Taken at August 15, 2002 Daily Press Briefing IRAQ: U.S. SUPPORT FOR THE IRAQI OPPOSITION Question: Can you explain what a "drawdown of training" is under the $8 million cooperative agreement with the Iraqi National Congress. Answer: Under the Iraq Liberation Act, the Department of Defense is authorized to administer $97 million in excess "defense articles, services, education, and training" to any of seven authorized groups, including the Iraqi National Congress. Part of our $8 million grant offer to the Iraqi National Congress would fund the administrative personnel and overhead to facilitate the acceptance, or "drawdown," of the articles and services provided under that act.
