Why the U.S.A and Britain work hard not to implement para (14) of the Security Council 687 (1991)

  1. Iraq has met all its obligations states in the Security Council's Resolutions related to the disarmament the mass destruction weapons and in particular the SCRs 687 (1991) and 715 (1991). Iraq abides itself to these resolutions despite their arbitrariness and injustice. Iraq fully cooperates in establishing a comprehensive and efficient monitoring system. This system shall eventually mean the application of the para (22) and lifting the embargo. This step shall automatically load to the application of the para (14) of the SCR 687. This para asserts, scraping the Iraqi mass destruction weapons and the means of their delivery is the first step to make the Middle East an area free from such weapons and a big step to impose a ban on chemical ones.
  2. It is not only Iraq, but also all Arab states that will gain benefit out of applying the aforementioned para. This is due to the fact the Zionist of entity shall be deponed from its mass destruction weapons. This means putting an end to the myth of the superiority of this usurping entity and removing a big obstacle on the way of achieving the Arab unity which the Arab Ba'ath Socialist Party fights for with all honest Arab. No Arab regime dares call for putting this para into effect. This is simply because such call will definitely anger their American masters who sponsor this entity.
  3. Americans take part in the formulation of the para (14) and (22) of the SCR 687 (1991). Though, they stand hard no to apply these paras. This is only a reflection of their double standard policy for which the President Saddam Hussain (My God save Him) drew attention to in 1990. It also expresses with out any doubt, that the Americans intend to scrape and ban the mass destruction weapons the Arab possess, mean while support, develop and enhance the arsenal of weapons the Zionist entity has. Internationally, this arsenal is believed to have 200 nuclear warheads and a huge stockpile of chemical, biological agents and surface to surface missiles. It has the potential ability to threaten all Arab Countries without exception.
  4. An announcement was issued at the end of the meetings (held on May 20th 2000) to review the Non-Proliferation Treaty of nuclear weapons. It emphasized the significance that the Zionist entity shall join the treaty and make all its nuclear establishments accessible to monitoring and sign the treaty. The announcement comes to confirm previous Iraqi theses in the same context. However, the decision taken later was a full disappointment because its draft stated that the Zionist entity should only be subject to international guarantees without making reference to the International Agency of Nuclear Energy.

 

 

The international and technical organization related to nuclear industries have a clear and comprehensive picture about what the nuclear options of the Zionist entity and its strategic aims are in the Arab Homelands. These options center on developing its non- conventional military capabilities and denying the Arab the chance to possess them. Having such capabilities, the Arab will be able to deter the Zionist entity. The Arab will also force it to think twice before using its capabilities to achieve its expansionistic intentions. The Arab must give their due concern and attention to this fact to confront the Zionist entity with all possible means.

Iraq firmly stands with the idea of keeping the Middle East free from mass destruction weapons before the thirty-state aggression against it in 1991.

His Excellency the president Saddam Hussain (My God save Him) made it clear to the Egyptian president Mubarak in 1990 (The Arab is ready to join any convention to keep the area free from mass destruction weapons, not only the ballistic missiles, on condition that the Zionist entity should be the first to sign it).

Iraq also expresses its stand in relation to the armament and its development His Excellency the president Saddam Hussain insists, in many occasions, that (We "Iraq" are not fascinated with accumulating arms, but we consider providing the necessary means to protect our country an ethical and principal responsibility laid on all Iraqi men and women. For those who seek arms control we are keen to reach this goal).

The United States and the Zionist entity do not these orientations because they stand on the way of their aggressive and expansionistic aims. Also putting them into effect means that the Zionist entity shall abandon its mass destruction weapons. Doing this comes in full contrast with the principles and bases on which the Zionist entity is found to achieve.

The U.S.A and Britain still persiston not to SC implement its obligations towards Iraq under para (14) of the SC's Resolution 687 (1991). The situation can only be interpreted if we realize their aggressive policies against Iraq and the Arab Nation in general.
