- ATTACK ON IRAQ: NEGATIVE ASSESSMENTS CONTINUE USIS Foreign Media Reaction Report -- December 28, 1998 -- Most foreign media observers continued to assess negatively the efficacy of the U.S. and British air strikes on Iraq. Many judged that that Saddam Hussein had been strengthened, the UN and UNSCOM weakened, and the Arab world had been angered and humiliated.
