Berger Assistant to the President for National Security Affairs Stanford University, Palo Alto, California -- December 8, 1998 -- America's most vital national interest in dealing with Iraq is straightforward: to prevent Saddam from rebuilding his military capability, including weapons of mass destruction, and from using that arsenal to move against his neighbors or his own people. But we must also keep in mind that Saddam's continued reign of terror inside Iraq and intimidation outside Iraq have broader implications for all our interests in region.

- DAILY PRESS BRIEFING OF OFFICE OF SPOKESMAN FOR SECRETARY-GENERAL 8 December 1998 --- In Iraq, Mr. Eckhard said, the so-called "surprise visits" to undeclared or suspected sites had begun today in accordance with the announcement made yesterday by UNSCOM's Executive Director, Mr. Richard Butler. The surprise visits would be conducted in parallel with monitoring visits and interviews. An assessment report on Iraq's cooperation with UNSCOM was expected to be prepared around 15 December.
