U.S. PRAISES U.N. ADOPTION OF IRAQI ASSETS RESOLUTION

(Text: 10/2 State Department statement) (330) Washington -- The State Department says passage of a U.N. resolution calling for the use of frozen Iraqi assets to fund crucial U.N. humanitarian activities in Iraq demonstrates "that the international community is not wavering in its efforts to confront Saddam's intransigence."

Spokesman Richard Boucher, in a statement issued October 2, said the resolution will "directly benefit the Iraqi people" while emphasizing the "continuing commitment of the international community to ensuring that Iraq ends its defiance of the U.N."

Following is the text of Boucher's statement: (begin text) On October 2, the Security Council adopted a resolution that permits the use of frozen Iraqi assets to fund crucial U.N. activities concerning Iraq. The resolution calls on states to transfer certain frozen Iraqi assets to the U.N. escrow account created by resolutions 706 and 712; these funds will be reimbursed from Iraqi oil export revenues as soon as those exports resume. They will be used to finance U.N. programs such as humanitarian relief efforts, the compensation commission, and UNSCOM (the U.N. Special Commission Overseeing the Dismantling of Iraqi Weapons of Mass Destruction). The humanitarian efforts will directly benefit the Iraqi people. Like the other U.N. programs, these were instituted in response to problems Iraq itself created. It is therefore appropriate to use Iraqi funds to pay for these operations, as well as to pay for the consequences of Iraqi aggression.

Adoption of the resolution demonstrates the continuing commitment of the international community to ensuring that Iraq ends its defiance of the U.N. and that it comply with the U.N. resolutions calling for an end to Iraqi repression of its civilian populations and setting out a framework for U.N. activities inside Iraq. We are pleased that the international community is not wavering in its efforts to confront Saddam's intransigence.
