U.S. SKEPTICAL OF IRAQI COOPERATION, PERKINS SAYS
(Text: statement on weapons inspection) (400) United Nations -- The United States is "very skeptical" that the agreement between the United Nations and Iraq on the weapons inspection of the agriculture building in Baghdad "represents a basic change in Saddam Hussein's attitude," says U.S. Ambassador Edward Perkins.
The agreement, he said in a written statement to the press July 26, "is no guarantee UNSCOM will be able to do its job in the future." He said "the real test of Saddam Hussein's behavior will be in future inspections: behavior along the lines we have just witnessed will not be tolerated."
Perkins issued the statement after the Special Commission overseeing the destruction of Iraq's weapons (UNSCOM) announced it would be sending a team of weapons experts into the Ministry of Agriculture building July 28 after a two-and-a-half-week standoff. Three days of intensive talks between Iraq and the chief of UNSCOM ended the clash with Iraq over UNSCOM's right to look for weapons-related material wherever it wants.
Following is the text of Perkins' statement: (begin text) We are very skeptical that this agreement between the U.N. Special Commission Inspection Team and Iraq represents a basic change in Saddam Hussein's attitude. It is no guarantee UNSCOM will be able to do its job in the future.
This is just one of many relevant issues on which Saddam Hussein has failed to comply.
The real test of Saddam Hussein's behavior will be in future inspections; behavior along the lines we have just witnessed will not be tolerated.
We reiterate this agreement does not resolve the many other cases of Iraqi non-compliance.
The bottom line is that Iraq is systematically preventing the U.N. from doing its job and, therefore, frustrating the will of the international community.
The international community cannot tolerate Iraqi defiance of the United Nations. There is too much at stake for the region, the U.N., and the world.
We will continue with consultations and cooperation with the United Nations and our allies to insist on full compliance across the board.
While Saddam Hussein has bent to the will of the U.N., the question remains whether after this delay a truly effective inspection of the Agriculture Ministry building is still possible.
