(Iraq) (350) SECURITY COUNCIL COMPLAINS TO IRAQ The Security Council April 21 summoned Iraq to complain that Baghdad has not provided the information on banned weapons as promised.
After a closed council meeting, Council President Ambassador Stanislaus Garikayi Chigwedere of Zimbabwe spoke with Iraqi Ambassador Abdul Amir Al-Anbari to convey the unanimous displeasure of the council about Iraq's failure to provide complete information on its chemical, biological, ballistic and nuclear weapons programs.
Iraq had agreed to provide a complete accounting of its weapons programs after a high-level Iraqi delegation met with the council in early March. Iraq indicated then that the information would be available soon after the end of the Muslim month of Ramadan in early April.
The council members believe that enough time has elapsed and Iraq should be providing the information which is demanded as part of the Persian Gulf war cease-fire agreement.
In a report to the council April 15 after analyzing data on the nuclear weapons program provided by Iraq, the International Atomic Energy Agency (IAEA) said it determined that "rather than producing a complete detailed inventory as required...the Iraqi authorities have so far produced only lists of equipment, facilities and material with cross-references to other communications."
"Consequently, a determination as to the comprehensiveness and completeness of the information provided by Iraq is difficult to make," the IAEA report said. "A number of inconsistencies and deficiencies have been identified by the agency...."
Until Iraq provides IAEA with the full and complete details of its nuclear program, the agency will not be able to establish an effective, long-term monitoring and verification plan, the report said.
The Special Commission overseeing the destruction of Iraq's chemical, biological and ballistic weapons also reported that the information turned over by Iraq has not met the U.N. requirements.
The commission said that Iraq is still not in compliance with the council's demands for full disclosure of the banned weapons programs and had not agreed to the long-term monitoring plan.
