China's Ambassador to Iran, Cong Peiwu, says China supports Iran in safeguarding its sovereignty, territorial integrity, and national dignity, and defending its legitimate rights and interests through political negotiations.

In an op-ed submitted to IRNA's English News Desk on Wednesday, Peiwu, who started his mission in the Islamic Republic in May 2024, discussed the 2025 Shanghai Cooperation Organization (SCO) Summit and Iran's nuclear program.

He stated that China will continue to uphold justice, work towards a solution to the Iranian nuclear issue that accommodates the legitimate concerns of all parties, and make continued efforts to achieve lasting peace in the Middle East.

The full text of his article comes as follows:

The 2025 Shanghai Cooperation Organization (SCO) Summit was successfully held in Tianjin, China, yielding fruitful outcomes and earning high praise from the international community, including Iran. I would like to take this opportunity to provide more details to our friends from all walks of life in Iran.

The Tianjin Summit is the largest-ever SCO summit. It was planned for high-quality development and produced the most fruitful outcomes, demonstrating the strong cohesive force and appeal of the Shanghai Spirit, namely mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations, and pursuit of common development. Eight major outcomes have been achieved in the Tianjin Summit. The leaders of the member states signed and issued the Tianjin Declaration, reached a series of important agreements, including the SCO's development strategy for the next decade. The successful Tianjin Summit will lead the SCO into a new stage of high-quality development featuring stronger solidarity, coordination, dynamism, and productivity, and will definitely become an important milestone in the history of the organization.

Facing a world of turbulence and transformation, the SCO's responsibility and role in maintaining peace and stability and promoting development and prosperity have become increasingly prominent. At the summit, leaders unanimously agreed to continue carrying forward the Shanghai Spirit, strengthen strategic coordination, safeguard the victorious outcomes of World War II, uphold the purposes and principles of the U.N. Charter, oppose unilateralism, hegemonism, and protectionism, improve the global governance system, and safeguard international fairness and justice. This fully demonstrates the resolve of member states to stay true to SCO's founding mission and step up to undertake their duties. The Tianjin Declaration also explicitly condemns military aggression against Iran and safeguards the legitimate right of all countries, including Iran, to the peaceful use of nuclear energy.

The Tianjin Summit announced the establishment of the SCO Universal Center for Countering Challenges and Threats to Security, the Information Security Center under the SCO Universal Center, the Center for Combating Transnational Organized Crime, and the SCO Anti-Drug Center. This represents another major progress in the SCO's security cooperation, which will comprehensively enhance member states' capacity to respond to new threats and challenges and more effectively safeguard regional peace and tranquility. The Summit also decided to establish the SCO Development Bank, and set up three China-SCO cooperation platforms in energy, green industries, and digital economy, as well as three cooperation centers in scientific and technological innovation, higher education and vocational and technical education. In addition, six high-quality development action plans were formulated, which precisely cover key areas such as sustainable energy development, green industry, and international cooperation on artificial intelligence. These outcomes will surely inject new and strong impetus into the economic and social development of the region and even the whole world. China also put forward important initiatives, including implementing 100 "small and beautiful" livelihood projects in member states with such need, providing RMB 2 billion in grants to member states by 2025, and welcoming all parties to use the Beidou Navigation Satellite System.

Faced with new challenges encountered in the reform of the global governance system and new issues confronting the common development of mankind, President Xi Jinping proposed the Global Governance Initiative (GGI). The Initiative clearly advocates five core concepts, namely, adhering to sovereign equality, abiding by international rule of law, practicing multilateralism, advocating a people-centered approach, and focusing on taking real actions. It has further contributed to China's wisdom and solutions to improving the global governance system. Following the Global Development Initiative (GDI), the Global Security Initiative (GSI), and the Global Civilization Initiative (GCI), this important initiative is another key public good contributed by President Xi Jinping to the world. The four global initiatives, each with its own focus and complementing one another, have injected precious stability and certainty into the turbulent world from the four dimensions of development, security, civilization, and governance.

I believe the readers are very interested in President Pezeshkian's activities in China. China highly appreciates that President Pezeshkian made the trip to attend the Tianjin Summit and the commemoration of the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. On September 2, President Xi Jinping met with President Pezeshkian in Beijing, reaching an important consensus and charting the course for the future development of bilateral relations.

During the meeting, President Xi Jinping noted that China always places its relations with Iran high on its diplomatic agenda in the Middle East, and stands ready to strengthen cooperation in such areas as trade, investment, clean energy, and connectivity, enhance people-to-people exchanges, and jointly promote the steady and long-term growth of the China-Iran comprehensive strategic partnership. President Xi Jinping emphasized that China attaches importance to Iran's repeated pledge that it does not seek to develop nuclear weapons and respects Iran's right to the peaceful use of nuclear energy. China supports Iran in safeguarding sovereignty, territorial integrity, and national dignity, and defending its legitimate rights and interests through political negotiations. China will continue to uphold justice, work for a solution to the Iranian nuclear issue that accommodates the legitimate concerns of all parties, and make continued efforts to realize lasting peace in the Middle East.

President Pezeshkian highly praised the Tianjin Summit and China's contributions during its presidency of the SCO, emphasizing that no matter how the international landscape may evolve, Iran will maintain its friendship with China and deepen cooperation with China. The Global Governance Initiative put forward by President Xi carries great significance for building a more just and equitable international order. Iran fully supports it and is ready to maintain close coordination with China to jointly oppose unilateralism and power politics, safeguard peace and stability in the Middle East, and work to put the Global Governance Initiative into practice and implementation.

The Tianjin Summit and the meeting between the two heads of state have triggered a warm response in Iran; all sectors of society have highly praised the SCO's significant contributions to maintaining international and regional peace and development, and looked forward to the SCO playing a greater role in the current international landscape. They also anticipate a further strengthening of the comprehensive strategic partnership between the two ancient civilizations of China and Iran. China expresses its appreciation for this.

Knowing is the beginning of doing; doing is the completion of knowing. The SCO has achieved a series of groundbreaking and historic results, and the China-Iran relationship has stood the test of changes in the world. This is all due to our consistent adherence to the right direction and forging ahead with solid steps. The Chinese Embassy in Iran is ready to work with all sectors of Iranian society to implement the important consensus reached by the two heads of state, practice the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative, and make new contributions to the steady and long-term growth of the China-Iran comprehensive strategic partnership and the building of a community with a shared future for humanity.
