Iran says SCO leaders oppose Europe's 'selective' interpretation of Resolution 2231

The Shanghai Cooperation Organization (SCO), in its final summit declaration, is set to oppose the European troika's "selective" interpretation of Resolution 2231, a senior Iranian official says.

Deputy Foreign Minister Kazem Gharibabadi made the remarks in an interview with IRIB on Iran's consultations with SCO member states regarding the European Troika's attempt to restore Security Council sanctions against Tehran.

On Thursday, Britain, France, and Germany triggered the JCPOA's "snapback" mechanism—a provision of the 2015 nuclear deal—citing claims of Iran's "significant non-compliance."

This move, defined under UN Security Council Resolution 2231, initiates a 30-day process that will lead to the automatic reinstatement of all pre-agreement UN sanctions against Iran.

Gharibabadi, part of Iranian President Masoud Pezeshkian's delegation at the SCO summit in Tianjin, China, noted that some SCO countries are members of the Security Council, including permanent members China and Russia, as well as non-permanent members like Pakistan.

"All three countries naturally oppose the snapback mechanism and the return of the lifted Security Council sanctions," he noted.

Gharibabadi stated that the SCO leaders' forthcoming final declaration would include several clauses on these matters, confirming that Iran had proposed the clauses, which were subsequently approved.

Regarding Resolution 2231, he said that the members emphasize that "the provisions of this resolution must be implemented in the best possible way and in full, and should not be applied selectively."

"This precisely means that if European countries do not fulfill their obligations, they cannot simply implement the clause related to snapback selectively," he said, adding that the official statement would be released later on Monday.

According to Gharibabadi, one of the important clauses of the statement is the condemnation of the US-Israeli aggression against Iran in June, including the attack on nuclear facilities and actions contrary to international law.

He underlined the significance of the strongly-worded clause, noting that SCO leaders had "explicitly named the Zionist regime and the United States" in their statement.
