IAEA counter-claim issued versus IAEA claim on Iran

Vienna, May 30, IRNA -- While Deputy IAEA Secretary General Herman Nacartes had recently claimed in a truth finding session of agency probability of cleaning traces of radioactive in Parchin is not ruled out, Head of IAEA Environment Labs Stephan Fought ruled out the possibility.

According to some reports, Nacartes had made the claim a short while before the IAEA Board of Governors annual meeting, claiming that probably no trace of nuclear activities would be found at Iran's Parchin military site, arguing that that is because according to some satellite photos Iran has washed off the signs of such activities there.

If that argument had truly been made by Mr. Nacartes, reply to that was recently made by the Head of IAEA Environment Labs Stephan Fought on Wednesday.

According to IRNA, Fought who works at Seibersdorf Laboratories on the outskirts of the Austrian capital city believes that the remainders of radioactive activities cannot be totally wiped off.

Earlier, the former deputy secretary general of the agency Oley Heinonen had announced after two rounds of inspections of Parchin that the entire ambiguities about Parchin had been solved and that that Iranian military site was as of then a part of history for the IAEA.

Recent report of the UN nuclear watchdog Yokia Amano on Iran's peaceful nuclear activities in 14 pages and 72 paragraphs was handed out at the IAEA Board of Governors to the member countries' representative last week.

This report is going to be surveyed at the Seasonal Session of the IAEA Board of Governors, scheduled to be held from June 5th to 8th.

Amano has in his recent report referred to Iran's new progress in nuclear activities, and all the same emphasized once again that no sign of deviation from the peaceful nuclear path.

The Secretary General of the agency has in the report meanwhile referred to ten rounds of negotiations.

Amano has meanwhile in paragraphs 69 and 70 made claims which have already been replied to by Tehran.

Those two paragraphs of Amano read:

'Contrary to the resolutions of the Board of Governors in November 2011 and September 2012 and despite the intensified negotiations and ten rounds of talks between Iran and the agency as of January 2012 in ten rounds, still the possibility of reaching an agreement on a modality document, still the reaching an agreement on it seems a remote possibility…'

'…The agency once again clearly requests Iran to reply to the IAEA basic questions on Parchin site and to provide access to it for the agency's inspectors.'

Iranian Foreign Ministry Spokesman Seyyed Abbas Araqchi had emphasized before the publication of the agency's new report, 'The Islamic Republic of Iran is committed to its responsibilities in accordance with the nuclear NPT and the agency non-proliferation treaties and will not fail to observe any of its reached agreements.'

Araqchi meanwhile reiterated, 'So long as a framework for cooperation with the agency beyond the commitments of Iran and the defined tasks of the IAEA has not been devised, and the equivalent gains for it have not been defined, the Islamic Republic of Iran would definitely not act beyond its normal commitments.'

The foreign Ministry spokesman reiterated, 'If the demands of the nuclear agency would be beyond the NPT and the other reached nuclear agreements, such as the request for inspecting the Parchin military site, such demands are beyond our commitments and need to be framed within a modality.'

He said that Iran's negotiations with the International Atomic Energy Agency were quite serious and precise, arguing, 'Agreement over a major part of the final modality already has been reached, but negotiations over some remaining parts are still going on.'

Iran and the agency have been negotiating over devising a modality for about 18 months over devising a modality to clearly denote how Tehran would reply to the IAEA questions about the probable military dimensions (PDM) of its often stressed peaceful nuclear program.

Iran believes the 2007 modality is a good model for devising a new modality.

According to the 2007 work plan, or the INFCIRC/711 document, the six remaining issues of plutonium tests, the P1 and P2 centrifuges, the pollution source, the metallic uranium document, plutonium 110, and the Gachin mine issue were all resolved in the year 2008 and the former IAEA chief reported the matter to the Board of Governors.

Regarding the PDM, although Iran has no commitment either in accordance with the NPT, nor even its additional protocol, but since Iran is cent percent sure about the peaceful nature of its nuclear program, Tehran has announced its readiness for cooperation with the agency in this respect, as well.
