Baqeri: 5+1G shout prove practical will for talks progress in new test

Vienna, Apr 25, IRNA -- Deputy Secretary of Supreme National Security Council (SNSC) Ali Baqeri said here Wednesday on sideline of NPT Review Conference at a gathering of NAM representatives 5+1G envoys should prove their practical will for achieving progress in upcoming new test.
According to IRNA, Baqeri who was speaking at a gathering of the Non Alignment Movement (NAM) representatives at UNODA Non-Proliferation Treaty (NPT) Review Conference emphasized that the Islamic Republic of Iran's approach in its talks with the west over its peaceful nuclear program is fully logical.
Baqeri at the beginning appreciated the priceless efforts made by NAM in their unlimited support for the Iranian peaceful nuclear program, adding, 'The Islamic Republic of Iran, as a member of both the NPT and the IAEA, has officially got committed to remain observing the international regulations on not deviating from the peaceful path of nuclear activities and not to get involved in military objective in this path.'
He reiterated, 'The IRI has also in the framework of its commitments acted cent percent in accordance with the NPT and provided the required access for the IAEA inspectors to have full, continuous, and precise supervision over the peaceful nuclear activities of Iran, to eliminate any possible suspicion about them, and to build the required trust about their peaceful nature in our relations with the only legitimate international organ, that is the International Atomic Energy Agency (IAEA).'
The Deputy SNSC Secretary reiterated, 'In this process, it is quite natural that in response for the IRI Government's full abidance by its duties in this respect, the Iranian nation, too, would be allowed to take advantage of its most natural rights, as they are clearly stated in the NPT and the other related treaties, unconditionally and unlimitedly.'
Baqeri added, 'Based on this argument, no source, or foundation should, or could, deny the rights that are due to the will, capabilities, being entitled to, and legal commitments of a nation, and by recognizing and performing certain duties materialized in the framework of IAEA and NPT membership, or breach them, because such rights are not granted to the Iranian nation by those sources so that they would intend to insert conditions about the quality and way of using them, or the time of taking advantage of them.'
He said that the IR of Iran looks as the negotiations scene with a resolute will in the framework of the IAEA Letter of Associations and the NPT regulations, aimed at achieving tangible results about its nuclear activities.
Baqeri added, 'We do so despite the negative experience we have of our interactions with three European countries, Britain, France, and Germany during the 2003-2005 period, when they failed to meet their commitments, but this has not affected the Islamic Republic of Iran's strong logic for defending the nuclear rights of the Iranian nation at the scene of the upcoming nuclear negotiations.'
He said, 'Of course I confess that throughout the talks with the 5+1G the Iranian delegation has always had the serious concern lest the process of talks would lead again to the same deviated stalemate that they did in the talks with the EU trio then.'
The Iranian high ranking official added, 'The IRI a few years ago in the framework of a reached agreement with the EU Trio and in the course of bilateral trust building made numerous efforts which were beyond Iran's commitments according to the NPT, and even beyond the Letter of Association of the IAEA and the existing nuclear treaties in the world, quite voluntarily.'
Baqeri noted that Iran in the process of its unilateral trust building approach with any of the three European countries acted in accordance with every single one of them for long periods, reiterating, 'They included suspension of enrichment activities for 26 months, full implementation of the NPT Additional Protocol before its ratification at the IRI Parliament for 26 months, suspension of transferring yellow cake to AUC for eight months, suspension of transferring AUC to UO2 for eight months, suspension of transferring UO2 to UF4 for eight months, suspension of transferring UF4 to UF6 for 8 months, suspension of parts building activities for 3 months, granting inspection access to parts building centers 20 times, granting access and inspection right of the Research and Development (R&D) activities centers twice, and granting inspection permits of 26 military sites for instance.'
He said, 'But eventually, in the year 2005, the three negotiating sides with the IR of Iran breaching the entire rules and international laws, presented a written proposal to the Iranian side based on which Iran had to wrap up its entire nuclear fuel cycle, which led to halting the nuclear talks for a number of months.
Baqeri added, 'All the same, the IRI, believing that the negotiation-cooperation was the only logical and constructive approach between Iran and the other side, kept on looking at the negotiations as a strategic issue, while unfortunately some powers, emphasizing on the failed and useless approach of talks+ imposing pressure, merely pursued the objective of using them instrumentally aimed at achieving pre-determined objective, which has been one of the main reasons for lack of tangible and serous progress of the negotiations in the course of the past few years.'
Baqeri said, 'After that three countries joined the EU Trio, and the so-called 5+1G, was shaped, and the Islamic Republic of Iran once again actively participated the negotiations.'
He noted that presenting the proposed packages aimed at increasing the success probability of the negotiations in the course of the 2008 Geneva talks and updating that package of presenting it during the Geneva 2 negotiations showed that the IR of Iran not only proved that Iran considers the talks as the logical option, but also attaches great importance to them and contributes to increasing their probable success.'
The deputy SNSC secretary reiterated, 'The Geneva 3 negotiations in the year 2010 were a turning point in the course of the Iran-5+1G negotiations. In that year the two sides agreed that continuation of the Iran-5+1G interactions would be in the path of cooperation, but unfortunately some members of the 5+1G did not remain faithful to that reached agreement.'
He said that today certainty about this matter is achieved more than ever before, reiterating, 'If those members of the 5+1G had remained committed to that agreement, today definitely very tangible progress had been achieved in the course of the negotiations.'
Baqeri added, 'Therefore, if the 5+1G would have viewed provision of fuel for Tehran Research Reactor (TRR) from a different viewpoint and would have cooperated with Iran in that respect, the Islamic Republic of Iran's need could have been a means for solving the dispute.'
He referred the illogical and unbalanced proposals of the 1+1G during the Istanbul 1 negotiations in the year 2011, which wasted the opportunities one more time, saying, 'The not only did not present any obligatory framework for providing the fuel for the Tehran Research Reactor, which provide radio-drugs for one million Iranian patients in need of them, in return for receiving the cost of it, but also did not yield to the proposed fuel swap formula of the Islamic Republic of Iran, Turkey and Brazil.'
Baqeri added, 'In addition, after publication of those three countries Tehran Communiqué, which was a practical response to the US President's letter, under the pressure of the anti-Iranian United States the UN Security Council Resolution 1929 was issued, which was practically a big obstacle in the way of the progress of negotiations which could otherwise lead to a win-win solution, leaving Iran's constructive initiatives, too, quite futile.'
He said, 'Al the same, despite great surprise of some 5+1G members this nuisance, too, did not lead to halting the progress of Iran's peaceful nuclear activities and when the Iranian nation lost hope in providing fuel for the TRR from abroad, the strong will of the Iranian scientists who did not have any previous experience in manufacturing the fuel rods, led to their first time ever successful production of those rods for the TRR, so that the radio-drugs needed for one million patients in need would be provided relying only on the peaceful nuclear activities of Iran.'
Baqeri reiterated, 'Although the approaches I referred to were adopted in the past, but lack of wisdom under the current conditions, too, can waste the potential opportunities, and make the past experience of defats repeat anew.'
He emphasized, 'Unfortunately, we must confess that the miscalculations of some 5+1G members blocked the path for taking advantage of the opportunity for fuel exchange, as well as the Tehran Communiqué optimally, and at the service of reaching collective consensus in the way of solving the matter thoroughly.'
Baqeri said, 'In the course of the recent talks, the Islamic Republic of Iran precisely studied the 5+1G's proposal in Almaty talks and keeping in mind the presented framework by the Islamic Republic of Iran in Moscow talks presented a logical, constructive, and positive response to the other side.'
In that respect, the Islamic Republic of Iran reiterated at Almaty 2 negotiations:
1. The Islamic Republic of Iran is ready for thorough solution of the nuclear issue in the framework of the NPT with the 5+1G and to cooperate till achieving a result that would satisfy both ends.
2. If the 5+1G would not be ready for thorough solving of the issue at the present phase, the Islamic Republic of Iran is ready for taking the initiative step, or steps in this respect, on condition that the other side, too, would be ready for taking the required step, or steps in response and of the same weight, quality, and at the same time, and the rights of the Islamic Republic of Iran in the framework of the NPT, particularly the enrichment right, would be fully recognized. Respectively, the Islamic Republic of Iran is ready for implementing some articles of the 5+1G presented during the Almaty 1 negotiations.
Baqeri emphasized, 'The initiative of the Islamic Republic of Iran at Almaty 2 negotiations and agreement with some article of the 5+1G proposals at Almay 1, once again provided the required backgound for putting to test the serious will of some powers for practical shaping up of dialogue for cooperation, because this initiative leaves place for no more justification, or excuse for the continued claims of some powers on worries about the peaceful nature of the Islamic Republic of Iran's nuclear program.'
The deputy secretary of Iran's Supreme National Security Council said, 'Now the 5+1G is faced with three oblations, namely:
1. Thorough solution of the matter in one round of negotiations, that the Islamic Republic of Iran has already announced its readiness for entering this course until achieving tangible results and presented its comprehensive plan for the purpose during the Moscow talks.
2. Step-by-step solution, by taking a number of initial steps reciprocally, of the same quality, weight, and simultaneously for both sides, as the move in the first phase, which was proposed in the course of the Almaty 2 negations.
3. Refraining from progressing and abandoning the 5+1G proposals in the course of the Almaty 1 negotiations.
Addressing the respected audience, he said, 'At the end of Almaty 2 negotiations (the EU Foreign Relations Chief) Ms. Catherine Ashton clearly stated at the joint press conference that the 5+1G representatives would each go to their capital cities, and after consultations with the officials in charge, their decision would be delivered to Dr. Jalili, but that response has still not been received after the passage of a number of weeks.'
Baqeri added, 'Therefore, if the 5+1G would not adopt the 1st or the 2nd options, it would practically mean that it has also abandoned its own proposals presented in the course of Almaty 1 negotiations, and therefore, it should also respond to the world public opinion about the reason why it has done so logically.'
The deputy SNSC secretary said, 'In response for membership at the IAEA and also the NPT, the Islamic Republic of Iran once again emphatically asks for materializing its entire rights, particularly the enrichment right in this framework, and using it in accordance with its needs.'
Baqeri emphasized, 'Now the ball is in 5+1G's yard, and therefore, they must firstly have serious will for practical progress of the negotiations by choosing one of the two proposals of Iran, that is to say 'thorough solving of the issue in one phase' or 'step-by step solving of the issue' by taking reciprocal steps of the same quality, same weight, and simultaneous on both sides; secondly: they should show their practical will for entering constructive, serious, and conceptual negotiations which would be effective and goal-oriented, while remaining committed in practice to the basis of dialogue for cooperation; and thirdly: Recognizing Iran's nuclear rights in the framework of the NPT, particularly the enrichment right, thus ridding themselves of the accusation of breaching the international commitments selectively; and fourthly: granting the required rights to their representatives at the negotiation table to contribute to tangible progress of the talks, thus eliminating the suspicion of buying time, escaping from negotiation, or talks for merely talks purpose from themselves.
