Soltanieh deeply concerned over IAEA verification activities

Vienna, March 4, IRNA -- Iran’s Permanent Representative to International Organizations Ali-Asghar Soltanieh on Thursday voiced deep concern about the IAEA verification activities and the Agency Board’s deliberations on the issue.
“The Islamic Republic of Iran remains deeply concerned about the Agency’s verification activities as well as the Board’s deliberations on this issue which clearly diverted from addressing core of the problem to secondary technical issues. The core of the problem is an aggressive act committed by the Zionist Regime of Israel against Syria which constitutes a flagrant violation of the UN Charter and international norms and law including the IAEA Statute,” read Soltanieh’s statement on Agenda item 5(d).
Full text of the statement, which was recited at the IAEA Board’s Thursday session on Implementation of the NPT Safeguards Agreement in the Syrian Arab Republic, is as follows:
“In the Name of God the Compassionate the Merciful
“Mr. Chairman,
“My delegation associates itself to the statement delivered by the distinguished “Ambassador of Egypt on behalf of the Non-Aligned Movement on implementation of the NPT safeguards agreement in the Syrian Arab Republic.
“The Islamic Republic of Iran remains deeply concerned about the Agency’s verification activities as well as the Board’s deliberations on this issue which clearly diverted from addressing core of the problem to secondary technical issues. The core of the problem is an aggressive act committed by the Zionist Regime of Israel against Syria which constitutes a flagrant violation of the UN Charter and international norms and law including the IAEA Statute. Then the aggressor and its supporters constructed a scenario by making false allegations, got the Agency involved and brought Syria under question which seems a vicious circle of endless questions and allegations. At the same time those Members of the Board who keep their critical voices loud against Syria, turn a blind eye to the Israeli regime whose nuclear arsenal constitutes a real major threat towards peace and security in the region and the world. Such hypocrisy is not acceptable at all.
“Second point that I would like to make is related to paragraphs 6 and 19 of the DG report on implementation of the NPT Safeguards Agreement in the Syrian Arab Republic (GOV/2010/11) which referred to establishing necessary modalities to make progress in verification activities in Syria. The Islamic Republic of Iran supports any ways and means to boost cooperation between the Agency and the Member States not only on safeguards related issues but surely in the field of technical cooperation. While we do respect the sovereign right of Syria to make its own decision on any constructive proposal in this regard, we recommend Syria and other countries before negotiating on any modality take into consideration the bitter experience of Iran where few western countries hampered the smooth cooperation between Iran and the Agency. In addition the Agency’s Secretariat has not complied with the negotiated agreed modalities that is to say the Work Plan INFCRIC/711.
