IAEA Director General Mohamed ElBaradei delivered a report on Monday to the IAEA Board of Governors in which he underlined the need for continued cooperation between Iran and IAEA.
Tehran has fully cooperated with IAEA and provided it with required information and access to help resolve outstanding issues, he said.
IAEA is to confirm Iran's non-deviation from its defined nuclear activities, he said.
The issue of contaminated plutonium in Karaj during 1990's is now over, he said.
On confidence-building, he said Iran has not halted enrichment of uranium and continues its construction of Arak Heavy Water reactor.
IAEA needs more time to resolve Iran's nuclear dossier, he pointed out.
Referring to his meeting with Iran's top negotiator Ali Larijani on setting up a Modality Plan, he said the two sides cooperation is now going ahead within the program and "We hope to resolve the remaining issues in the near future."
This is for the first time that Iran has accepted a plan to help resolve the issue and this should be considered as a significant move to this end, he said.
Iran's commitment to implement the agreed time-table would be a key point to this program, he said.
Resolving the issue within two or three months would be regarded as a significant stride to win international trust in peaceful nature of Iran's nuclear activities, he said.
"Once again I propose the "Time-Out" plan calling for simultaneous halt of Iran's nuclear activities and imposition of sanctions by UNSC to help create a suitable atmosphere for resumption of talks," he said.
He expressed hope for swift settlement of the issue through mutual talks and avoidance of any confrontation which would be more desirable for international community and Iran.
