He also elaborated on the technical aspects of ElBaradei's latest report on Iran.

Heinonen said that Iran-IAEA agreement on action plan for resolving the outstanding issues is open ended for the purpose.

He said that he was hopeful that after implementation of the agreement, it would be possible to give reply for the past issues.

Several Western ambassadors called for removal of ambiguities about P1 and P2 centrifuges.

In reply to a question whether report on progress of the action plan will be available stage-by-stage, Heinonen said that there is no reason for step-by-step report on the progress.

A Western ambassador expressed reservation about the agreement saying it is non-binding on Iran, Heinonen said that the secretariat believes in full implementation of the action plan.

The explanatory session on paragraph-by-paragraph review of ElBaradei's report lasted one hour and a half.
