No obstacle for continuation of IAEA inspections - Official

Deputy Chairman of Iran's Atomic Energy Organization (IAEO) said here Wednesday there is no obstacle for legal inspections of Iran's nuclear sites by IAEA inspectors.

Mohammad Saeedi made the remarks speaking in an exclusive interview with IRNA, adding, "IAEA's inspections of Iran's nuclear facilities are based on Iran's legal commitments."

The member of Iran's nuclear negotiation team with EU also said that the main cause of suspension of side arrangements of code 3.1 of the revised NPT safeguards are the countries proposing the United Nations Security Council (UNSC) resolutions against the Islamic Republic.

He noted that it is legitimate right of every country to suspend a part of its commitments when its rights are ignored by the international community.

The International Affairs Deputy of the IAEO made the comments following the publication of the new report of IAEA Chief Muhamed ElBaradei on Iran's peaceful nuclear activities, adding, "Therefore, if the process of issuing UNSC resolutions against Iran would be halted, implementing again the side agreements, too, would be possible."

He reiterated, "The path remains open of course for return, and effect of changing the direction chosen by designers of resolution, that is the path pursued by those who took our dossier to UNSC, and returning it to the IAEA, where it would be dealt with in accordance with international laws, would result in change of behavior on our part."

Saeedi reiterated, "We believe Mr. ElBaradei's report proves that the entire nuclear activities of Iran are in accordance with our legal rights and our international commitments, under the precise supervision and intensive inspections of the IAEA inspectors, with whom Iran has fully cooperated."

On remaining points to be resolved, the international deputy of the IAEO said, "Iran is fully ready for solving the entire remaining issues in accordance with its legal commitments, on condition that our dossier would be returned to IAEA, that is the only concerned international organ for the purpose, but at any rate, Iran would continue cooperation with the agency."

Member of Iran's atomic negotiation team reiterated, "The IAEA Chief's four-page report shows that some of the issues referred to as unresolved in previous years' reports have been resolved now." Saeedi, pointing out that in ElBaradei's report it is said that Iran has suspended its voluntary application of the nuclear NPT's Additional Protocol, said, "The main cause for this suspension should be sought in mistaken forwarding of Iran's nuclear dossier to the UNSC."

He reiterated, "It is mentioned in ElBaradei's report that the agency has observed no deviation in Iran's nuclear activities, and that Iran's nuclear activities are entirely pursued under agency's supervision."

The International Affairs Deputy of our country's nuclear energy organization reiterated, "In accordance with this report, the existing nuclear substances in Iran are precisely measured by the agency and the IAEA has always had the required amount of access to Iran's nuclear facilities."

Saeedi added, "In this report it is also said that since Iran has sspended observing the side arrangements of Code 3.1 of the Revised NPT Safeguard, the agency checks the status of Arak Research Reactor using satellites."

He added, "In ElBaradei's report, it is meanwhile stated that so far eight chains of Iran's 260 KG centrifuges are injected with uranium hexaflouride gas, and two other installed chains are about to get injections."

Member of the Iranian nuclear negotiation team reiterated, "Mr. ElBaradei has also in this report pointed out that Iran's cooperation with the IAEA has continued and that the agency's inspectors have continued in accordance with Iran's legal commitments."

Saeedi said, "According to this report, one of the remaining issues, namely the plutonium matter, has been removed from the IAEA agenda, and Iran has provided the agency with new information that is being surveyed by IAEA experts."

The International Affairs Deputy of IAEO said, "According to another part of this report, Iran has at its Isfahan UCF Factory produced 269 tons of UF6 gas (uranium hexaflouride gas)."

He added, "In accordance with this report, enrichment activities continue in Iran and our country has enriched uranium at 4.8% level." Saeedi reiterated, "In Mr. ElBaradei's report it is also stated that the nuclear NPT Additional Protocol has not been implemented by Iran as of early January 2006, and therefore the required access in accordance with that protocol is no longer possible for the agency." He added, "The IAEA Director General has in his report clearly mentioned that in accordance with IAEA inspectors' reports there is no evidence of reprocessing activities in Iran."

Saeedi reiterated, "The reprocessing and uranium issues that are solved from the viewpoint of the agency today were used as the main lever of the Western pressure against the peaceful nature of Iran's nuclear activities."
