Aqazadeh: Bushehr Nuclear Power Plant should be implemented in 6 months

The visiting Vice-President and head of the Atomic Energy Organization of Iran (AEOI) Gholam-Reza Aqazadeh in Moscow on Monday conferred with Russian officials on completion of Bushehr Nuclear Power Plant as well as Iran's nuclear case.

Briefing reporters on finalization of Bushehr Nuclear Power Plant project, he said that only 7-8 percent of the operations is remaining, which should be completed within six months.

In response to a question about the cause for delay in implementation of the project, he said, "Given the power plant was primarily designed by the West, changing the Western system into the Russian was difficult and the Russians did hardly not to notice it in the beginning.

"This was Russia's first experience in establishment of power plants, while it did not have the proper expertise on management of the relevant manpower," he added.

Aqazadeh said that the contractor of the project, the Russian Atom Stroi Export Company, was subject to repeated changes, which also accounted for delay in the project.

As a contractor, Atom Stroi Export Company has a poor performance and due to its bankruptcy, it is not even qualified to get loans from Russian banks.

"If we could find any better contractors, we would have assigned it with the rest of the project to ensure that the power plant will be implemented in six months.

Underlining the technical inefficiency of Atom Stroi Export Company in building the power plant in Bushehr which was evident from the beginning, the IAEO head declared his reluctance to enter into political discussions about the project.

"If I were present while the relevant agreement was signed, I would have not recommended it, given that it has cost even more than a new power plant, but is not as efficient as it should be," he added.

The vice president said that during the presidential term of Akbar Hashemi Rafsanjani, establishment of a 440-MW power plant was discussed between Russia and Iran, adding that the officials in charge rather decided to complete Bushehr Nuclear Power Plant.

Concerning the Russian government's support for this contractor, he said, "To support the project, the Russian government officials declared the contractor as a government company. But the Russian government lacked the potential to implement the entire project and this company is the only contractor which can finalize it.

Aqazadeh, accompanied by his deputies, arrived in Moscow Monday morning on a working visit. He is scheduled to hold talks with his Russian counterpart, Sergei Kiriyenko, to press the latter to set a definite timetable for completion of the Bushehr Nuclear Power Plant.
