The International Atomic Energy Agency (IAEA) chief Mohamed ElBaradei here Monday expressed hope all sides involved in the case would reach a peaceful solution to Iran's nuclear case.

ElBaradei made the remark while addressing the inaugural ceremony of the seasonal meeting of the 35-member Board of Governors of the International Atomic Energy Agency (IAEA), which kicked off in Vienna on Monday.

He called on Iran to cooperate with the IAEA to settle remaining issues.

He hoped cooperation between the two sides would further continue and be consolidated to settle remaining issues.

The IAEA chief also hoped proposals offered to Iran would be an appropriate base for peaceful settlement of the nuclear case.

He welcomed efforts to be made to reach a comprehensive agreement to assure the international community of peaceful nature of Iran's nuclear activities.

ElBaradei, however, stressed that Iran needs security, technology and economic incentives.

He once again invited all sides to hold negotiations and reach understanding on Iran's nuclear case.

Although ElBaradei will be presenting a three-page report on Iran's nuclear program to members of the board, diplomats said no resolutions will be passed.

Europe's latest offer to Tehran to resolve the nuclear standoff would be discussed with an aim of reaching a common ground for dealing with the dispute that would satisfy both sides.

Last week, the six powers -- China, Russia, US, France and England plus Germany offered Iran economic and security incentives on condition it stop uranium enrichment and resume negotiations on its nuclear activities.

The IAEA seasonal meeting will also focus on issues including technical cooperation, the agency's report for the year 2005 and implementation of safeguard agreements with the IAEA.

The IAEA Board of Governors may raise the issue of Iran's nuclear program on Wednesday.
