Foreign Minister Manouchehr Mottaki said here Saturday that Tehran welcomes fair, non-discriminatory and unconditional talks.

Talking to reporters on the sidelines of a gathering on the late Imam Khomeini's teachings in the field of foreign policy, he said Tehran has repeatedly announced readiness to hold talks without pre-conditions.

Parties in the talks can be members of the International Atomic Energy Agency (IAEA), he added.

Iran will announce its views on the new European proposal after it has studied it, he said, adding that composition of the negotiating teams and level of negotiations will be two of its considerations.

Tehran will regard the new proposal as positive if it takes into account the realities and is fair, Mottaki said, recalling that Iran through its various contacts with the different parties (to the issue) had urged them "not to repeat past mistakes and to try to provide a comprehensive proposal."
If the Europeans show goodwill in their new proposal, there may be a way out of the standoff they have created in ongoing talks, he stressed.

"Nuclear weapons have no place in Iran's military and defense doctrine," he reiterated, and added that in the opinion of the Islamic Republic of Iran "nuclear weapons and weapons of mass destruction are obstacles to international peace and security." All weapons of mass destruction should be accounted for and annihilated so that the big mistakes committed in Japan's Hiroshima and Nagasaki cities will not be repeated, the Iranian foreign minister said.
