UNSC's rotating presidency rejects US demand for sanctions on Iran

China's Ambassador to the United Nations (UN) Wang Guangya said here Monday that invoking Chapter Seven of the UN Charter to impose sanctions on Iran would not be effective.

Wang, who was talking to reporters, was asked to comment on Iranian President Mahmoud Ahmadinejad remarks at a press in Tehran Monday in which the president said he believed UN Security Council sanctions on Iran were "unlikely."
Chapter 7 gives the Council the power to pass resolutions binding on all UN members.

It can be the basis for imposition of sanctions or eventually the use of force on any UN member that refuses to comply with Security Council demands and specifically authorizes the council to impose punitive measures.

Wang, who is also the president of the Security Council for the month of April, said the International Atomic Energy Agency (IAEA) will submit a report on Friday on whether Iran has complied with the Council's demand to halt uranium enrichment.

"The report will first be discussed in the IAEA and among its Board of Governors before being sent to the Security Council," Wang added.

Independent-minded members of the IAEA's governing board who are not being pressured by the US to toe its line believe that Iran's nuclear case is a "technical" rather than political issue which has to be settled within the confines of the IAEA.

They believe that the case should not have been brought in the first place to the Security Council."
However, relying on its vantage position from the financial and militarily standpoints and the weakness of some European governments, Washington has forced European states to adhere to its position vis-a-vis the Iran nuclear issue.

The US insists that nuclear technology in the hands of Iran would be "dangerous" and unfairly accuses it of having a nuclear weapons ambition.
