European Union High Representative for a common foreign and security policy, Javier Solana, said Wednesday that officials from China and Russia are in Tehran with a mandate from the permanent representatives of the UN Security Council to make one last effort to try to reach an agreement for tomorrow's IAEA meeting in Vienna.

"The discussions tomorrow that will last for some time will I hope allow us to move forward and encourage Iran to change its views on nuclear issues," Solana told the European Parliament in Brussels this afternoon.

"I can't tell you that I am optimistic. It is difficult to be optimistic on such matters, but I think an awful lot of work has been put in and tremendous effort has been made by everybody," he added.

Solana said the EU requested the IAEA to forward the dossier on Iran to the UN Security Council.

The EU has reached an agreement with Russia and China on the draft agreement on Iran which will be submitted in Vienna and discussed tomorrow, noted the EU foreign policy chief.

"The resolution says that everything that will be discussed to be forwarded to the Security Council and that the Security Council not decide anything until the IAEA Governors have met in March," said Solana.
