The European Union is expected to call for an emergency meeting of the IAEA board of Governors in Vienna as soon as possible to discuss Iran's nuclear programme.
An EU official in Brussels told reporters Thursday that The EU wants to see what would be the position of the Europeans that are members of the IAEA Board in such a meeting.
"When tabling a resolution the EU wants the broadest consensus of the international community," said the official said admitting lack of consensus among members of Board of Governors.
Commenting on Thursday afternoon's meeting in Berlin of the EU-3 foreign ministers (France, Germany, UK) and EU High Representative Javier Solana, the official said the meeting is not expected to be long.
"I cannot predict what is going to happen this afternoon, but I think there is a sense among Europeans that we are very close to the end of one phase and now open another phase," said the EU official.
"In the current circumstances it is very difficult to talk to the Iranians. But let us wait what the ministers decide."
Iran signed Additional Protocol to Non-Proliferation Treaty (NPT) in 2003 to give 'objective guarantee' to the UN nuclear agency that Iranian nuclear program will not be deviated from civilian purpose.
IAEA Charter specified Additional Protocol to NPT as 'objective guarantee' to ensure that nuclear programs of the member states will not be diverted to military purpose.
