A senior Iranian nuclear negotiator here Thursday said the UN atomic watchdog resolution against Iran betrayed the agency's ability to verify that a peaceful facility remains peaceful.

Sirous Nasseri, a member of Iran's nuclear negotiating team with the European troika, was commenting on a resolution tabled by the EU3 and adopted by the governing board of the International Atomic Energy Agency (IAEA).

The resolution urges Iran to re-establish full suspension of all enrichment related activities, including the production of feed material, through tests or production at the UCF, on the same voluntary basis as requested in previous board resolutions.

It also calls on Iran to permit the director-general to re-instate the seals that have been removed at the facility.

All the nuclear activities of Iran including those of the Isfahan Uranium Enrichment Facility are being carried out under the supervision of the IAEA, Nasseri told reporters at the end of the emergency meeting of the IAEA board of governors.

Iran is a member of the Non-Proliferation Treaty (NPT) and is not after building nuclear weapons, he said.

The surveillance devices of the IAEA are installed at Iran's nuclear facilities and the agency can confirm that Iran's nuclear activities are void of any error, he said.

"We are completely sure that Iran's nuclear installations and activities do not pose any threat and today's decision by the (IAEA) governing board was based on lack of confidence on the ability of the agency," he said.

He added that operations at Isfahan UCF will continue under full-scope safeguards and that Iran was maintaining a suspension at the enrichment facility in Natanz to keep the door open for negotiations.

This has been in response to the request made by the UN Secretary General Kofi Annan and IAEA Director General Mohammad ElBradei who have asked the parties to return to the negotiation table, said Nasseri.

Iran is willing to hold negotiations and is hopeful to reach an agreement on the Natanz enrichment activities.
