Moussavian outlines major points of EU proposed draft

Vienna, Nov 29, IRNA -- Spokesman of the Iranian delegation to the 
IAEA Board of Governors Hossein Moussavian here on Monday outlined 
major points of the final draft resolution proposed by the EU 
countries on Iran`s activities. 
Talking to IRNA, he said three basic points stressed by Tehran has
been inserted in the EU final draft. 
Suspension is being carried out by Iran as voluntarily, suspension
of uranium enrichment by Iran is a confidence-building measure and 
suspension is not a legal obligation, are three major points stressed 
by Tehran, Moussavian added. 
Main and basic characteristics of the EU final draft is that 
Iran`s nuclear case will be taken out of the IAEA Board of Governors 
agenda, he said, adding that the move will let ElBaradei follow up all
ambiguities and the remaining questions within the framework of the 
safeguards and the Additional Protocol and submits its final report at
any time appropriate to the Board of Governors. 
Moussavian further added that all wordings that could be any how 
referred to a trigger mechanism in the previous drafts, that was a 
threat to refer Iran`s case to the UN Security Council, have been 
fully omitted. 
The proposed draft announces that all Iranian nuclear activities 
have been inspected by the IAEA and that no deviation has been 
witnessed towards making nuclear weapons in Iran`s nuclear activities,
Moussavian said. 
The previous drafts stressed on "providing any access deemed 
necessary by the agency to all locations", he said, adding that the 
phrase, has been omitted from the final draft. The final draft 
reiterates that the IAEA access would be only within the framework of 
the safeguards and the Additional Protocol, Moussavian noted. 
"All fundamental changes envisioned by Iran have been inserted in 
the EU proposed draft. The existing draft is considered as according 
to the Paris agreement," he added.
