Iran, EU reach agreement on Tehran`s nuclear program

Vienna, Nov 29, IRNA -- Iran and EU troika - France, Germany and Britain - reached an agreement on Tehran nuclear program here Sunday night. Iran spokesman for Nuclear Affairs Hossein Moussavian told IRNA Sunday night that the agreement was sealed at a meeting which commenced at 19:00 hours Vienna time. The Iranian delegation had a problem with the first article of the draft resolution and proposed amendments which was agreed to by the Europeans, he added. Mousavian said the article contains statements on the vital issue f suspension but, it also alludes to the voluntarily and confidence building nature of the uranium enrichment freeze "which are not legally binding." With The removal of the legal problem of the article one, the European Union also accepted Iran`s proposal after two days of negotiations. "All the pivotal aspects of important to Iran was accepted in the draft resolution by the EU. The final draft is within the framework of the past agreements," Moussavian underlined. On another article which had alluded to the contraventions by Iran in the past, he added the issue had been previously resolved. The Secretary General of International Atomic Energy Agency (IAEA) Mohammad Elbaradei`s report had stressed that Iran had carried out all the necessary steps after October 2003. We had problems with the article one of the draft resolution which we had maintained has a legal snag and they also agreed to it and stressed that the suspension of the uranium enrichment carries no legal obligations and is strictly for confidence building and voluntarily. On the issue of centrifuges` functions, he added "we told the EU and IAEA that this is not an important issue, but, is technical and in a letter to the Agency said that the 20 centrifuges could be under the surveillance of the IAEA." Iran has drafted a letter covering the future operational status of 20 centrifuges, a contentious issue between Tehran and the European Union Troika. The letter was handed Sunday afternoon to the International Atomic Energy Agency (IAEA) and the European delegations. An Iranian diplomat who asked to remain anonymous, told IRNA that Tehran has agreed to put the centrifuges under the surveillance of the IAEA, "but has not accepted sealing them." The IAEA board of governors was slated to hold a session Saturday afternoon, but due to divergent views between the two sides it was postponed to Monday. The draft resolution by the EU was changed three times to accommodate Iran`s demands. The ratification of the draft resolution by the governing board is only possible when Iran has officially handed a letter that it has forgone any centrifuge-related activities. Now it seems, that the letter will prepare the grounds for the IAEA session to be held to pass a resolution on Iran`s nuclear dossier, he added. 2324/1432
