Mousavian: Iran, EU have made very good progress in bilateral talks

Vienna, Nov 26, IRNA -- The spokesman of the Iranian delegation to 
the IAEA Board of Governors, Hossein Mousavian, said in the Belgian 
capital on Friday that Iran and the EU bloc have had very good 
progress in bilateral negotiations. 
Talking to reporters, he said that the two sides will continue 
their negotiations. 
"We are trying to have everything within the framework of the 
Paris agreement; that is, both of us are committed to meeting our 
obligations as worded in the Paris agreement," he added. 
On topics of discussion with the EU countries, he said there were 
four most important issues being discussed with the EU. 
"The first issue is on suspension." 
Tehran has made it clear that it is suspending uranium enrichment 
as a confidence-building measure and not as a legal obligation, he 
added. 
The "trigger mechanism" is the second important issue being 
discussed by Tehran and the EU3, Mosavian said. 
"In our view, a kind of `trigger mechanism` was inserted in the 
first draft resolution proposed by the European countries." 
Although the Europeans have made certain changes in the wording 
of their proposed draft, it is still not acceptable to Tehran, 
Mousavian said. 
The third important issue that is being discussed is Tehran`s 
principal insistence that everything with regard to further 
activities of the IAEA on Iran`s nuclear programs should be within 
the framework of the safeguards regime and the Additional Protocol, 
he said. 
As to the last important issue, Mousavian said that Iran wants 
its nuclear dossier be closed by the IAEA after the current 
negotiations. 
On the issue of centrifuges, Iran`s chief nuclear negotiator 
said, "We believe the issue is not an important one. It is actually a 
technical issue which is under discussion with the IAEA and the EU."
