Moussavian: Draft resolution not a logical draft

Vienna, Sept 17, IRNA -- The spokesman of the Iranian delegation at the International Atomic Energy Agency`s (IAEA) Board of Governors, Hossein Moussavian, here Friday said the draft resolution prepared by the European trio -- France, Germany, England -- is not a logical one. Talking to reporters, he said the draft resolution completely ignores the report released by IAEA Director General Mohammed ElBaradei. On Iran`s insistence on the closure of its nuclear file with the IAEA, he said: "This is our position: that the board as soon as possible should come to a final conclusion becuase the process has been going on for one year and I believe that this is enough." As to the possibility of Iran`s case being referred to the UN Security Council, Moussavian said: "We do not see any reason for Iran`s file to be referred to the UN Security Council because the scope of the IAEA`s authority is limited to the Non-Proliferation Treaty (NPT) and implementation of its safeguards." "Director-General ElBaradei in the past one year has shown excellent progress in his reporting on the peaceful nature of Iran`s nuclear program. Very important issues, including uranium enrichment and conversion have been resolved." He said the issue of conversion has been resolved by 36-54 percent and that there is now a much better understanding regarding p2 and p1. On the issue of an area in southwest Tehran, Parchin, where secret nuclear activities are alleged to be conducted, he said this is a new lie fabricated by the Americans. "The Americans have repeatedly lied about Iran`s nuclear activities during the past one year," he added. Moussavian once again reiterated that the IAEA has not made a request on Iran to visit the Parchin site. "If the agency, at any time, announces its desire to inspect the site, Tehran would be willing to let IAEA inspectors in to inspect it," he added. The agency, during the last few months, has made 13 complementary inspection visits, he reiterated. During their inspections, 800 inspectors were given access to all nuclear sites every single day during their visits in the past one year, he said, adding that "We have demonstrated over the past one year our policy of cooperating with the IAEA. This is a policy which the Islamic Republic will continue in its relations with the agency." Up to now the key issue of uranium enrichment, which is the introduction of gas to centrifuges, has been suspended, he said, adding that "For us, the main issue is the recognition of Iran`s right to enrich (uranium) within the framework of IAEA rules and regulations and within the framework of the NPT and the safeguards regime." "We are not going to bargain for one or two months of suspension of uranium enrichment which is currently under suspension, but as for full suspension which is requested in the draft the country`s decision makers would have to decide and they will make the decision next week on the basis of Iran`s national interests," Moussavian informed. 1422/2321/1432
