Draft on NPT additional protocol on Majlis commission`s agenda

Tehran, Dec 21, IRNA -- The draft on the Nuclear Non-Proliferation 
Treaty (NPT) first and second additional protocols of the 1977 Geneva 
Convention is high on the agenda of Majlis National Security and 
Foreign Policy Commission. 
The draft will also be examined by the health and medical 
treatment, cultural, legislative and law, agricultural commissions as 
well as water and natural resources sub-commissions. 
President Mohammad Khatami submitted the draft to Majlis Speaker 
Mehdi Karroubi along with a letter saying that the draft on signing of
the first and second NPT additional protocols of the Geneva Convention
by Iran, which was proposed by the Ministry of Defense and approved by
the cabinet in a meeting on September 28, is enclosed for initiating 
the legal procedures. 
The preface to the draft is related to the 2nd, 3rd and 4th 
articles as well as Chapter 3 of the Constitution concerning the 
respect for man and his dignity as well as compliance with fundamental
human rights and freedoms. 
Iran`s conviction in Mojahedin`s commitments to act in line with 
the Islamic human rights and ethical laws particularly in connection 
with civilians during armed clashes, environment, women, children, 
cultural properties and sacred places are also among the issues 
pointed out in the preface of the draft. 
It added, "Given that the regulation of the two protocols in 
support of the victims of international and civil armed clashes mark a
remarkable progress in international laws, the draft is submitted for 
further legal proceedings." 
The draft has been signed by President Khatami, Foreign Minister 
Kamal Kharrazi and Defense Minister Ali Shamkhani. 
Iran`s government has declared 14 conditions for signing the two 
protocols. 
One of the conditions reiterates, "It is understood by Iran that 
the related regulations are applied to use of conventional weapons and
does not include those whose use is not banned by the international 
treaties which are endorsed by Iran."
