By: Behnaz H. Gholipour Vienna, Nov 20, IRNA -- Board of Governors of the International Atomic Energy Agency`s (IAEA) on Thursday welcomed Iran`s decision to react positively to the demands made by the Board resolution of September 12 2003. The "Elements for a resolution on the implementation of the NPT safeguards agreement in Iran", the board welcomed Iran`s decision is proceeding on the basis that the letter dated October 21, 2003, sent to the Director General by Iran`s Vice-President Gholam-Reza Aghazadeh, and said that its attachments amounted to the correct full and final picture of Iran`s past and present nuclear program. It deplored the serious nature of the further Iranian failures to meet safeguards obligations identified in the Director General`s latest report, and the policy of concealment which has been pursued by Iran. It called on Iran to continue to take all necessary measures, to give full and sustained cooperation to the Agency in implementation of the country`s declared new policy of full disclosure and unrestricted access, and thus to provide the transparency and openness that are indispensable for the Agency to undertake the considerable work necessary to provide and maintain the assurances required by member states. It requested ElBaradei to take all steps necessary to confirm that the information provided by Iran on its past and present nuclear activities is correct and complete as well as to resolve such issues remain outstanding. The board endorsed ElBaradei`s view that to achieve this the Agency must have a particularly robust verification system in place: An additional protocol, coupled with a policy of full transparency and openness on the part of Iran, is indispensable for such a system. The board noted with satisfaction the decision of Iran to conclude an additional protocol to its Safeguards Agreement, and re-emphasises the importance of Iran moving swiftly to ratification and of Iran acting in accordance with the provisions of the additional protocol in the interim, pending its entry into force, including by making all declarations required as a matter of urgency. It also welcomed Iran`s decision to suspend all enrichment related and reprocessing activities, approving ElBaradei`s intention to verify its implementation and requesting the director general to report periodically on that verification activity. 216/215 End
