Presdient: IAEA report on Iran positive, with unacceptable parts

Tehran, Nov 12, IRNA -- President Mohammad Khatami said on Wednesday 
that the International Atomic Energy Agency (IAEA)`s report on Iran`s 
nuclear program is positive and at the same time lacks a balance. 
"It magnified some small things including very negligible 
quantity of plutonium." 
"Iran has used the plutonium for manufacturing pharmaceuticals 
and the IAEA experts themselves well know that such negligible amount 
of plutonium cannot be used for making bomb. Some points on the 
report are unacceptable," he said. 
President Khatami said that however the report proved Iran`s 
innocence and that Iran never had any nuclear arms program. It took 
away the political leverage from the hands of the big powers and the 
anti-Iran circles to exploit Iran`s nuclear program, he said. 
"Sometimes, we did not declare lower scale of pharmaceutical or 
agricultural activities, because, we thought they may have stopped us 
from doing it. We refused to report something that cannot be 
interpreted as violation of the Non-Proliferation Treaty (NPT)," 
President Khatami said. 
"Perhaps, Mr. ElBaradei had some considerations in the composition
of the report. The report has sometimes levelled charges that their 
technical and legal aspects are very weak," President Khatami said. 
"I myself have a personal complaint to Mr. Elbaradei. Okay, 
perhaps he had some considerations in writing the report. The context 
of the report would not have been repetition of the former charges. 
The report repeated the former charges and sometime exaggerated parts
of that. It is unacceptable," President Khatami said. 
Asked about the Tehran four-party agreement with the European 
countries (Germany, Britain and France) on October 21, President 
Khatami said that the Islamic Republic of Iran is fully committed to 
the agreement. 
"Iran hopes all the words in the context of the four-party 
agreement will be translated into practice," he said. 
"We will cooperate with the IAEA and hope that if the Board of 
Governors deal with the report from technical and legal point of view,
there would be no difficulty in our future cooperation with the 
agency," President Khatami said. 
"The Europeans and especially the Russians have welcomed Iran`s 
new stage of cooperation with the IAEA," he said. 
"I hope that the IAEA Board of Governors would not be influenced 
by the political motives. What we have done is a voluntary approach to
remove the bottleneck. If we see that the matter is being politicized,
we will reserve the right to shift the way," President Khatami said. 
Asked about the secret site, ElBaradei mentioned in his November 
report, President Khatami said that it was the laser site. It was not 
a secret site. The report pointed to it as a secret site, he said. 
"Supreme Leader of the Islamic Revolution Ayatollah Seyed Ali 
Khamenei and I have stated that Iran will never go to enrichment of 
uranium over the 3.5 percent which is weapon-grade." 
"It`s not important what apparatus we have. The important thing is 
that we do not have nuclear arms program. We understand the world`s 
concern in this respect," he said.
