Iran-Russia cooperation forges agt on non-proliferation protocol

Moscow, Nov 10, Itar-Tass/ACSNA/IRNA -- Iran later on Monday is scheduled to deliver to the International Atomic Energy Agency a message stating its consent to sign the additional protocol to the nuclear arms non-proliferation treaty, the Secretary of Iran`s Supreme National Security Council Hassan Rowhani said on Monday after a meeting with Russian President Vladimir Putin in the Kremlin. Rowhani said Iran would keep working to earn greater credibility with the world public. In order to enhance this credibility it made a decision to sign an additional protocol, he said. Iran also decided to open its past activity to the world community and for that purpose it replied to all resolutions by and questions from the IAEA. Iran invited the IAEA to ask more questions, if any. In reply the IAEA made it clear there were no questions Iran had failed to answer. Rowhani said Iran had made a decision to suspend the enrichment of uranium, although it believes it has the legitimate right to this type of activity. In this way Teheran hopes to eliminate all concerns and fears of the international community and to continue its nuclear programs within the framework of international resolutions and rules. In the wake of the measures Iran has agreed to take there should be no doubts or lame excuses concerning its nuclear activity, Rowhani said. He described Russia as his country`s traditional, historical partner in the nuclear sphere and promised that Iran would invariably stay side by side with its friendly neighbor -- Russia. After President Vladimir Putin`s meeting with the Iranian Supreme National Security Council secretary in the Kremlin, Russian Foreign Minister Igor Ivanov said that Iran`s decision to sign the additional protocol to the nuclear arms non-proliferation treaty should eliminate all concerns that had emerged over Iran`s nuclear program. Ivanov said Russia had consistently pressed for compliance with that condition and conducted systematic dialogue on the issue. Now Russia is very satisfied that Iran declared its decision in Moscow. Ivanov said Iran`s choice of the venue for the event was a result of bilateral cooperation. "Compliance with all conditions and liabilities has opened up additional opportunities for Iran`s cooperation with Russia and with other countries in nuclear power," Ivanov said. The IAEA board of governors on September 12 adopted a resolution to urge Iran to step up cooperation with the agency and to ensure the full transparency of its nuclear program. Iran was also advised to suspend uranium enrichment, allow the IAEA inspectors to see all facilities they may choose, and to clear up all questions to which the agency has no answers yet by the end of October. In the resolution the IAEA asked Iran to keep working with the IAEA Secretariat on the early and unconditional conclusion and enactment of the additional protocol to the nuclear arms non-proliferation treaty. If Iran had ignored the resolution, IAEA governors would have the right to declare the agency`s inability to exercise control of Iran`s compliance with the nuclear arms non-proliferation treaty. That would imply interference by the UN Security Council, which, in turn, might use political or economic sanctions against the abuser. /AH/210 End
