Washington -- Referring to China as "one of the greatest proliferators of arms in the world," Rep. John R. Kasich (Republican of Ohio) called the reported association between China and Iran in the development of a nuclear device a "nightmare scenario" unfolding.
Kasich spoke on the House floor during discussion of H.R. 3489, the Omnibus Export Amendments Act, which deals with nuclear proliferation.
Following is the text of his remarks, as it appeared in the November 1 Congressional Record:

IRAN AND MAINLAND CHINA REPORTED TO BE DEVELOPING NUCLEAR DEVICE
Mr. KASICH. Mr. Speaker, I know that a lot of people got tired of listening to me rant and rave about the Export Administration Act and the spreading of technology throughout the world, but if Members happened to read yesterday's newspapers and saw any of the television reports across this country, they know that the nightmare scenario, as I called it, continues to unfold.
There are reports from our high officials that the Government of Iran is now in concert with the Government of China to develop a nuclear device. Of course, we have in this overall Congress extended the most-favored-nation status to China, one of the greatest proliferators of arms in the world.
Just imagine for a second the government of Iran holding a nuclear weapon, with President Rafsanjani saying that Iran has the right to develop a nuclear weapon, and we begin to think about the implications of a country with extremists running the government with their hands on a nuclear weapon. We not only have to speak out against what the Chinese are doing we have to stop the spread of technology like we tried to do in the Export Adminsitration Act.
Mr. Speaker, we have got to stop the spiraling sale of conventional weapons and weapons of mass destruction if future generations are going to have the chance to enjoy what we have enjoyed.
