PRESIDENT BUSH EXTENDS NATIONAL EMERGENCY ON IRAN (Texts of Bush letter and notice 11/9/90) (615)
Washington -- President Bush has extended a 1979 executive order calling for a national emergency to deal with the threat posed by Iran to the security, foreign policy and economy of the United States.
"While the international tribunal established to adjudicate claims of U.S. nationals against Iran and of Iranian nationals against the United States continues to function, normalization of commercial and diplomatic relations between the United States and Iran has not been achieved," President Bush said November 9 in a letter to the Speaker of the House of Representatives and the President of the Senate.
Because relations between the United States and Iran have not been normalized and the claims agreements are still in the process of being implemented, "the national emergency declared on November 14, 1979, must continue in effect beyond November 14, 1990," the extension notice signed by the President explains.
Notices of the continuation of this national emergency are transmitted annually by the president to the U.S. Congress.
The following are the texts of the letter from President Bush to the Speaker of the House of Representatives and President of the Senate, and the notice of the continuation of the Iran emergency.

Dear Mr. Speaker: (Dear Mr. President:)
Section 202 (d) of the national Emergencies Act (50 U.S.C. 1622 (d)) provides for the automatic termination of a national emergency unless, prior to the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice a stating that the emergency is to continue in effect beyond the anniversary date. In accordance with this provision, I have sent the enclosed notice, stating that the iran emergency is to continue in effect beyond November 14, 1990, to the Federal Register for publication. Similar notices have been sent annually to the Congress and the
GE 2 nea208 Federal Register since November 12, 1980, most recently on October 30, 1989.
The crisis between the United States and Iran that began in 1979 has not been fully resolved. While the international tribunal established to adjudicate claims of U.S. nationals against Iran and of Iranian nationals against the United States continues to function, normalization of commercial and diplomatic relations between the United States and Iran has not been achieved. In these circumstances, I have determined that it is necessary to maintain in force the broad authorities that may be needed in the process of implementing the January 1981 agreements with Iran and in the eventual normalization of relations with that country.

NOTICE
CONTINUATION OF IRAN EMERGENCY
On November 14, 1979, by Executive Order No. 12170, the President declared a national emergency to deal with the threat to the national security, foreign policy, and economy of the United States constituted by the situation in Iran. Notices of the continuation of this national emergency have been transmitted annually by the President to the Congress and the Federal Register, most recently on October 30, 1989. Because our relations with Iran have not yet returned to normal, and the process of implementing the January 19, 1981, agreements with Iran is still underway, the national emergency declared on November 14, 1979, must continue in effect beyond November 14, 1990. Therefore, in accordance with section 202 (d) of the National Emergencies Act (50 U.S.C. 1622 (d)), I am continuing the national emergency with respect to Iran. This notice shall be published in the Federal Register and transmitted to the Congress.
