Shri Randhir Jaiswal, Official Spokesperson: Namaskar, ladies and gentlemen, I welcome you to this special press briefing by Foreign Secretary of India, Shri Vikram Misri, on the ongoing State Visit of the Prime Minister of Mauritius to India.

With that, I invite Foreign Secretary to give his Opening Remarks to the media on the ongoing state visit.

Namaskar Mauritius ke maananeey Pradhanmantri Doctor Navinchandra Ramgoolam ki jo raajkiya yatra Bharat mein chal rahi hai, uske baare mein aapse kuch vivaran saanjha karna chahunga, aur yatra ki jo rooprekha hai, jo pramukh karyakram hai, aur pramukh nishkarsh isse nikle hain, unka sankshipt mein varnan karunga. Aur agar aapke kuch prashn hon, unka uttar dene ka prayaas karunga.

Mauritius ke Pradhanmantri ji ki jo yeh yatra hai, vah 9 September ko shuru hui hai. Vah 8 din ki raajkiya yatra par Bharat mein hain. Unke saath unki patni Shreemati Veena Ramgoolam, unke Cabinet ke 6 mantri aur Mauritius sarkar ke varishth adhikari aur saath-saath ek vyavsaayik pratinidhi mandal bhi unke saath hai.

9 September ko yeh pratinidhi mandal Pradhanmantri ji ke saath Mumbai pahuncha. 10 September ko, yani kal, Mumbai shahar mein ve udyog jagat ke kuch pramukh netaon se mile, ek vyavsaayik karyakram ki unhone adhyakshata bhi ki.

Aaj Varanasi mein Pradhanmantri ji ki baithak hui. Pradhanmantri ji Shri Narendra Modi ke saath. Aaj ki jo baithak hui, uske alava yeh jo 8 din ki yatra hai, iske dauraan Doctor Ramgoolam Ayodhya mein Ram Mandir jaayenge, Tirupati bhi yatra karenge, aur iske pashchaat Nai Dilli aayenge, jahan par yatra samaapt hogi. Nai Dilli mein ve Mahamahim Rashtrapati ji se mulaqaat karenge aur Rajghat jaakar Mahatma Gandhi ko shraddhanjali denge. 16 September ko yeh yatra samaapt hogi.

Pradhanmantri Doctor Ramgoolam ke sammaan mein Pradhanmantri Modi ne bhi ek bhoj diya. Aaj shaam ko Pradhanmantri Doctor Ramgoolam, jo Kashi nagari ki ek pratishthit Ganga Aarti hai, jo yahan ke nagari ki sabhyata ka ek pratik hai, uske saakshi banenge. Aaj raat ko Uttar Pradesh ke Mahamahim Rajyapal, Pradhanmantri Ramgoolam aur unke pratinidhi mandal ke sammaan mein raatri bhoj denge. Aur aaj din mein hi Pradhanmantri Ramgoolam Kashi Vishwanath Mandir mein bhi praarthna karenge.

Aap sabko ho sakta hai jaankari ho ki Pradhanmantri ka pad-bhaar sambhalne ke baad, jo pichhle November 2024 mein hua, uske baad yeh Pradhanmantri Ramgoolam ki pehli dvi-pakshiya yatra hai kisi bhi desh mein, aur unke vartamaan karyakaal mein yeh unki Bharat ki pehli yatra hai. Isse pehle, vah kareeb ek dashak se thoda pehle, 2014 mein Pradhanmantri Modi ji ki pehli term ke pad-bhaar grahan ke samaaroh mein shaamil hone ke liye yahan par aaye the.

Aaj ki jo yatra hai, yeh Pradhanmantri Modi jab March ke mahine mein, isi saal March ke mahine mein Mauritius gaye the, vahaan unke raashtriya diwas samaaroh mein mukhya atithi ke roop mein the. To yeh uske baad ek tarah se yeh return visit ... aaj ki yatra us tarah se bhi dekhi ja sakti hai. November 2024 mein chunav jeetne ke baad, Pradhanmantri Ramgoolam aur Pradhanmantri Modi dono ke beech niyamit roop se samvaad bana hua hai.

Namaskar. I would like to share some details with you about the official visit of the Honorable Prime Minister of Mauritius, Dr. Navinchandra Ramgoolam, to India, and also briefly describe the itinerary, the main programs, and the key outcomes of this visit. I will also try to answer any questions you may have.

This visit of the Prime Minister of Mauritius began on 9th September. He is in India on an eight-day official visit. He is accompanied by his wife, Mrs. Veena Ramgoolam, six ministers from his Cabinet, senior officials of the Mauritius government, and a business delegation.

On 9th September, this delegation arrived in Mumbai along with the Prime Minister. On 10th September, that is yesterday, in Mumbai city, he met with some key leaders from the industrial sector and also chaired a business program.

Today, a meeting of the Prime Ministers was held in Varanasi. In addition, during this eight-day visit, Dr. Ramgoolam will visit the Ram Temple in Ayodhya, also go to Tirupati, and subsequently come to New Delhi, where the visit will conclude. In New Delhi, he will meet Honorable President, and pay tribute to Mahatma Gandhi at Rajghat. This visit will conclude on 16th September.

As you may know, the delegation arrived in Varanasi yesterday evening with Prime Minister Ramgoolam. Earlier today, a meeting was held between the two Prime Ministers, which included a restricted meeting of just the two Prime Ministers, followed by extensive discussions on all bilateral issues accompanied by their delegations.

Prime Minister Modi also hosted a banquet in honor of Prime Minister Dr. Ramgoolam. This evening, Prime Minister Dr. Ramgoolam will witness the renowned Ganga Aarti in Kashi, which is a symbol of the city's civilization. Tonight, the Honorable Governor of Uttar Pradesh will host a dinner in honor of Prime Minister Ramgoolam and his delegation.Prime Minister Ramgoolam will also offer prayers at the Kashi Vishwanath Temple today.

As you may be aware, since assuming office in November 2024, this is Prime Minister Ramgoolam's first bilateral visit to any country, and it is also his first visit to India during his current term. Earlier, about a decade ago in 2014, he had come to India to attend the inauguration ceremony for Prime Minister Modi's first term in office. Today's visit can also be seen as a return visit, following Prime Minister Modi's visit to Mauritius in March of this year, where he was the chief guest at their National Day celebrations.

Since the elections in November 2024, regular dialogue has been maintained between Prime Minister Ramgoolam and Prime Minister Modi.

Let me also say few words about the overall relationship between India and Mauritius, and its place in India's overall policy framework. Mauritius is an integral part of India's Neighborhood First policy and our region, MAHASAGAR, which is Mutual and Holistic Advancement for Security and Growth Across Regions. And it is also a very important part, Mauritius, of our commitment to the Global South.

This is a unique relationship. It is rooted in cultural, civilizational, linguistic, and ethnic bonds. It's underpinned by very, very close people-to-people relations, growing trade, economic, financial, and investment ties, and a very, very substantive developmental partnership between the two countries.

India has traditionally been a first responder and net security provider in the Indian Ocean region, and Mauritius is no exception to that. So whether it be the COVID-19 pandemic, the Wakashio oil spill, or Cyclone Chido in December last year, India has always been first on the scene with relief efforts.

Today, this is a partnership that has evolved in diverse areas, including development cooperation, capacity building, maritime security, science and technology initiatives, educational exchanges, health care development. And evidence of this is to be seen in the number of Memoranda of Understanding and Agreements that were signed earlier today and exchanges between the two sides earlier today.

During Prime Minister Modi's visit to Mauritius earlier this year the relationship was elevated to the level of an Enhanced Strategic Partnership, which is the first such partnership in our neighborhood.

Over the past 10 years or so, we have contributed to the development of Mauritius through a mix of small and large development projects and an extensive suite of capacity building and training initiatives. We take great pride in being a valued and trusted partner of Mauritius.

As two neighbors in a very important maritime neighborhood, the two countries are also working together to address challenges related to maritime security, piracy, drug trafficking, IUU fishing and a host of other issues. The current visit essentially aims to build on this very strong and extensive foundation of relations and charting out new frontiers for our engagement.

I want to speak about some of the main outcomes of this visit. And one of the major outcomes of the visit is our decision to offer a Special Economic Package to Mauritius. This is a package that covers multiple elements. It includes the development of the port of Port Louis, development and assistance for surveillance of the Chagos marine protected area, blended financial assistance in the form of grants and lines of credit for major projects, some of which were referred to by the Prime Minister also in his remarks before the press earlier today. These include the Sir Seewoosagur Ramgoolam National Hospital; setting up of an Ayush Centre of Excellence; establishing a veterinary school and animal hospital; constructing the air control tower at the SSR International Airport in Port Louis; road and motorway construction; and providing specialized equipment for the port in Port Louis.

Besides this, we will also assist Mauritius in augmenting its maritime security and defense preparedness. The package will also contribute to safeguarding the waters around Mauritius and in the broader region and the Government of India will also extend budgetary assistance in the current financial year amounting to $25 million.

Let me also share some of the major announcements and other initiatives that have been taken during the ongoing visit. Some of them build on the announcements that were made during the visit of Prime Minister Modi to Mauritius in March 2025.

For instance, we have signed an MOU to operationalise our commitment for Phase 2 of the High Impact Community Development Projects to further enhance the development partnership under a grant of around 96 crore rupees.

India had also assured to share capacity building expertise under Mission Karmayogi. Our two sides have agreed to offer the platform and develop civil service capacity building for Mauritius using the Karmayogi platform as a reference.

The Department of Science and Technology has signed an agreement with its counterpart in Mauritius to assist the country in preparing a National Science and Technology Strategy, and setting up a Science and Technology Directorate in Mauritius. There is also an MOU between the Council for Scientific and Industrial Research, National Institute of Oceanography of India and the Mauritius Oceanography Institute to foster cooperation and capacity building in the field of oceanography.

Another important MoU refers to the energy sector, the power sector cooperation. It will assist Mauritius in securing its energy needs, and obviate some of the difficulties it is currently facing in power generation and transmission. For instance, we have decided to jointly develop a 17.5 MW floating solar power plant in Mauritius.

The space sector is an important area of cooperation between the two countries and we have put in place a new MoU on telemetry tracking and command of satellites and launch vehicles. This will also help in satellite navigation, remote sensing, and capacity building of Mauritius. We have also expanded our cooperation between various institutes, for instance between IIT Madras and the University of Mauritius; and between the Indian Institute of Plantation Management in Bengaluru and the University of Mauritius.

Overall, I would say that the engagements and the outcomes during this visit will enable the India-Mauritius relationship to scale new heights in the coming years, and ensure that these ties remain an anchor of stability in the Indian Ocean and will also help address the challenges that we are seeing emerging in this region.

You would all have seen during the press event earlier today, Prime Minister Ramgoolam expressing his appreciation and gratitude for the very warm welcome that he and his delegation have received and how much he looks forward to the remaining elements of the visit.

Ayushi Agarwal, ANI: Sir, good afternoon. This is Ayushi Agrawal from ANI. Sir, our Prime Minister in his Opening Remarks also mentioned about trade in local currencies between the two countries. Is there any timeline for that and also if we can talk about the importance of holding the bilateral meeting in Varanasi this time? Thank you.

Upmita, Amar Ujala: Good afternoon, Sir. I am Upmita from Amar Ujala. You were talking about the maritime operations being shared between the two countries. So do you think a challenge associated with the neighboring country's situation ... all over our neighboring countries?

Shri Vikram Misri, Foreign Secretary: Sorry, can you repeat the question? I didn't get the first part.

Upmita, Amar Ujala: We share a lot of maritime projects with the Mauritius. So do you see any kind of challenges associated with the things ... like we have tense situation in our neighboring countries? So do you see any kind of change and requirement associated with the maritime situation?

Sudhir, Hindustan Times: I am Sudhir from Hindustan Times. Just want to know about the Prime Minister's emphasis on taking bilateral relations to new heights. Would you please decode it? What does it mean in fact?

Shri Vikram Misri, Foreign Secretary: Sorry, decode means ?

Sudhir, Hindustan Times: Just explain. Because, already the ties are in good terms. So what does it mean to take to new levels, to new heights?

And second question is, do let us know, this is a request, why Kashi was chosen for this bilateral meeting. Because usually you people hold such meetings in Delhi.

Though I know this is country to country conversation, but of course being a resident of Kashi, I would like to know, whether Kashi gets anything specific from this meeting?

Anyway, because you know, Banarasi sarees are exported, so many things are exported from here to Mauritius. And what we can get from Mauritius and the things, artifacts may help further?

Sanjay: Bharat aur Mauritius ke beech bahut saare bhavanatmak sambandh hai, bahut purana sambandh hai, sanskritik roop se bhi. Aur kyu ki Mauritius mein humare girmitya mazdoor gaye, wahan ki rajneeti, wahan ke samaj, wahan ke sanskriti, wahan ke aarthik dhara ko unhone gahre prabhavit kiya, aur, matlab lambe samay se hum Mauritius ko ek tarah se maante hain humara unka bhavanatmak aur sanskritik sambandh bahut gahra hai. Aapne kaha hai ki abhi aaj ka jo samjhota hua hai, aaj ki jo baat chit hui hai, usne ek naya aayam diya hai, ek bahut bada height diya hai, thoda isse zyada aur theek se explain karne ki jururat hai.

[Approximate Translation: Question in Hindi] India and Mauritius share an emotional bond, a very old relationship, culturally as well. Since our indentured laborers went to Mauritius, they deeply influenced the politics, society, culture, and economy of that country. In other words, for a long time we have regarded Mauritius in a special way — our emotional and cultural ties are very deep.

You mentioned that the agreements reached today, and the discussions held today, have given this relationship a new dimension, and raised it to a much greater height. Could you please explain this in a little more detail, and more clearly?

Shri Vikram Misri, Foreign Secretary: So, I think on Ayushi's question on trade in local currencies. This is something on which an understanding has already been arrived at. But now at this stage, there are discussions going on between the Central Banks of the two countries because the appropriate accounts, the Nostro and Vostro accounts have to be opened up in the banks. So, the central banks of the two sides are discussing the technical aspects, and we expect that the understanding on trade in local currencies will be made operational very soon, as soon as the operational issues are dealt with.

You, I think, also had a question on ... as I think did several others, on the visit to Kashi. Look, I would start by saying that the Prime Minister has long emphasised on the need to take foreign policy out of Delhi, and the need to take diplomacy out of Delhi, because we are talking about the foreign policy not of Delhi, not of one particular city, but the foreign policy of the country. And our foreign policy and our diplomacy stem from and belong to the entire country, and it's only right that international events, including events such as summit meetings, are held in other cities other than Delhi. We have had presence of international leaders in other cities in India, in other centres in India, and perhaps we may not have had stand-alone bilateral visits in many different parts of the country, but it is something that has been very close to the Prime Minister's heart. He has underlined this issue for some time and I think this is a manifestation of that for him to want to see a visit such as this take place in a different part of the country.

And, I think partly this question that you have asked, Sanjay ji, aapka jo prashn tha, ek tarah se aapne is prashn ka uttar bhi apne prashn mein hi de diya. Ki jo ek tarah se saanskritik naata jo Girmitiya logon ka in deshon se hai. Mauritius ek desh hai, lekin kai aur desh hain duniya bhar mein, jahan par Bharat se Girmitiya gaye the, aur ab unhone un deshon ko apna ghar bana liya hai.

Lekin jo rishta hai, jo naata hai, vah abhi bhi bana hua hai, aur alag-alag pranaaliyon ke dwaara hum us rishte ko ek tarah se banaye rakhe hain. Pravaasi Bharatiya Diwas hota hai, to usmein un rishthon ke baare mein baatchit hoti hai, aur kai aur elan kiye gaye hain jisse yeh unko yeh aage badhega.

Aur aapko mujhse adhik jaankari hogi ki Bharat desh ka yeh ilaaka jo hai, jahan par hum abhi hain, is ilaake ka jo ek tarah se iski contribution thi, jo yahan se log gaye the, vah kitna gehra hai, vah naata kitna gehra hai, aur khaaskar Mauritius se kitna gehra naata hai. Pradhanmantri Ramgoolam ka usse personal jo ek naata hai, ek relationship hai, vah bhi apni kahani khud hi sunata hai.

[Approximate Translation: Answer in Hindi] And I think, partly, this question that you have asked, Sanjay ji — in a way, you have already answered it yourself in your own question, because the cultural bond that the Girmitiya people share with these countries is very significant. Mauritius is one such country, but there are also many other countries across the world where Girmitiya from India went, and now they have made those countries their home.

But the relationship, the bond, still continues, and through various mechanisms we have sought to maintain it. On Pravasi Bharatiya Diwas, for instance, discussions take place about these ties, and many announcements have also been made, which will further strengthen them.

And you would perhaps know even more than I do, that this region of India where we are now — the contribution it made, the people who went from here, how deep theconnection was, how deep that bond remains, and especially how deep the bond is with Mauritius. Prime Minister Ramgoolam's personal bond, his personal relationship with it, also speaks for itself.

So I think there is a certain logic to why this visit now at this place, but in the broader context, as I said also, it is an issue of wanting to, in a sense, socialize foreign policy beyond the narrow confines of Delhi.

On this other question related to the maritime projects in the context of challenges. We are seeing increasing challenges in the Indian Ocean and especially in the southwestern Indian Ocean region where Mauritius is located. Problems such as terrorism, trafficking, whether it is contraband, human trafficking, gun running, etc. I referred to illegal, unregulated and unreported fishing as well, which is a huge challenge and a huge cost that many countries have to pay that are enormously dependent on maritime resources.

So, the maritime security cooperation between India and Mauritius is aimed at addressing lots of these challenges. How we will contribute to Mauritius' capacity building, to topping up or help build up the capacities that they need in terms of equipment, in terms of platforms, in terms of human resources, both the provision of human resources as well as the training of human resources, all of these will get discussed in that.

I referred to in the outcomes related to the visit, in the Special Economic Package, that there will be assistance and development in the surveillance of the Chagos Marine Protected Area. As you would have heard Prime Minister Ramgoolam say himself during the press conference; as a result of the Chagos Treaty between Mauritius and UK, Mauritius now has a much, much larger Exclusive Economic Zone in which to protect and secure its interests. India is, I would imagine, a preferred partner in this pursuit and we look forward to assisting Mauritius in facing up to all these challenges that I mentioned that will be there in that area.

A question was posed about what is special about the visit and what are the new heights that it goes to. Well, maybe I think the answer is really in the substantive content of the visit and it may not have been detailed in the statements, but I think you will find this on the website of the Ministry of External Affairs, all the joint announcements. But if I can quickly run through it and you will see the substance that is why this is going to be an enhanced partnership.

For instance, the Special Economic Package. It has four separate elements. The first element relates to projects and assistance that will be undertaken on grant basis. So, almost US$215 million worth of projects will be undertaken on the basis of grants. This relates to the Sir Seewoosagur Ramgoolam National Hospital, the Ayush Centre of Excellence, the Veterinary School and Animal Hospital, and the provision of helicopters to again help Mauritius with various law enforcement and surveillance duties.

The second element is projects and assistance that will be undertaken on grant come line of credit basis, and this is to an extent of US$440 million. Under this, we are looking at projects related to the Air Traffic Control tower at the International Airport in Port Louis, the development of motorways and roads, and the acquisition of port equipment by the operator at the Premier Mauritius Port.

The third element is the redevelopment and restructuring of the Port of Port Louis. Now this is going to be a very large project. Obviously, the elements of the project will have to be studied in detail, but this is a strategic project considering the location and the situation of Mauritius.

And the second part of this third element is the assistance in development and surveillance of the Chagos Marine Protected Area. This is very significant because as I said in my answer to the earlier question, following the Mauritius-UK Chagos Treaty, Mauritius' EEZ has expanded manifold. It has many more responsibilities now. It needs maritime resources, and in order to be able to fully develop and exploit those resources, it will need assistance and as I said, India is a preferred partner in providing that assistance.

And fourthly and finally as part of the Special Economic Package is the budgetary assistance that India has announced as a special measure in the current financial year for Mauritius. In addition to those, there are a number of other announcements, the agreements and MoUs that have been signed. The details have already been made available.

But content-wise, results of this relationship, the content in this certainly does bear out the point that I was making about this being an Elevated and Enhanced Relationship. Keep in mind also the fact that this is the first visit of Prime Minister Ramgoolam after taking over his current responsibilities in November 2024, and therefore we need to also demonstrate what it is that we are able and willing to do in continuing our traditional friendship with Mauritius.

And yeah, I think you had a question on what does Kashi get out of this? I take the point about Banarasi sarees getting exported in any case. I would imagine that you get on many more television screens, and many more eyeballs get directed towards Kashi. And that is all to the good for tourism business in this part of the country.

[Approximate Translation: Question in Hindi] I am Ramesh Tripathi from Hindustan. My question will be connected with the High Commission of Mauritius. I want to know — Dr. Ramgoolam has been on a visit for more than a week, and has even come to Kashi. His ancestral place is around 150 kilometers from here, in Bhojpur. During your discussions, did he ever express curiosity about visiting his ancestral place? Since Pitru Paksh is also going on, did such a wish arise in his mind? This is an emotional question, outside the purview of the Ministry of External Affairs.

Shri Vikram Misri, Foreign Secretary: Mere vichaar mein is prashn ka uttar shayad Mauritius shisht mandal ke jo pratinidhi hain, vah behtar de sakte hain mujhse. Jaisa ki aap jaante hain, jab is tarah ki yatra ke baare mein ek yojna banayi jaati hai, toh yeh jo hamaare atithi hote hain, yeh un par chhoda jaata hai ki vah kya-kya karna chahte hain, kahaan-kahaan jaana chahte hain. Unke aur hamaare beech mein jo baatcheet hui ho, vah doosri cheez hai. Lekin yeh jo karyakram bana hai, yeh unke kehne par aur unke sujhaav se bana hai.

Aapki baat sahi hai ki jo main pehle bhi keh raha tha, ki Pradhanmantri Ramgoolam ka is ilaake se ek bahut hi special ek sambandh hai. Aur aaj bhojan ke samay par jo baatcheet ho rahi thi, usmein yeh bhi sunne mein aaya ki kuch saal pehle, jab unki pitaji ka dehaant hua tha, toh woh yahaan pe aaye the asthi visarjan ke liye. Aur unko yaad hai us yatra ke baare mein.

Lekin unhone aur kya kuch karna chaha, iske baare mein, mere vichaar mein, shayad Mauritius ka uchayukt aapko aur jaankaari de paayenge.

[Approximate Translation: Answer in Hindi] In my view, perhaps this question could be better answered by the representatives of the Mauritian delegation rather than by me.

As you know, when such visits are planned, it is left to our guests to decide what exactly they would like to do, and where they would like to go. Whatever conversations may have taken place between them and us is another matter. But the programme that has been drawn up has been done so on their request and based on their suggestions.

You are right, as I had mentioned earlier, Prime Minister Ramgoolam has a very special connection with this region.
