Shri Randhir Jaiswal, Official Spokesperson: Good afternoon ladies and gentlemen. Let's begin this Press engagement. I will begin with an announcement. This is in regard to India-Japan 2+2 Foreign and Defence Ministers' meeting. The third round of India-Japan 2+2 Foreign and Defence Ministers' meeting is scheduled to be held in New Delhi on 20th August 2024. The first and second rounds were held in 2019 in New Delhi and in 2022 in Tokyo, respectively. From the Indian side, this round will be attended by Honorable Raksha Mantri Shri Rajnath Singh and Honorable External Affairs Minister Dr. S. Jaishankar. From the Japanese side, Honorable Foreign Minister Ms. Yoko Kamikawa and Honorable Defence Minister of Japan, Mr. Minoru Kihara will attend. So this was the announcement for me to make. Now let's start with questions, so I open the floor.

Manish: Sir main Manish Jha hoon TV9 Bharatvarsh se. Sheikh Hasina ke khilaaf Bangladesh mei hatya ke mukadame darj hue hain aur kai aur mukadame hone wale hain, aisa woh log keh bhi rahe hain. Jab hum log bhi Dhaka mei maujood the tab protest karnewale tamam sangathanon ne kaha ki Sheikh Hasina ko Bharat wapas kare, hum unke kiye ki unko saja dilayenge. Aisi sthiti mei woh log apni sarkar par bhi dabav daal rahe hain, toh kya Bangladesh ki nai sarkar ne Bharat sarkar se approach kiya hai Sheikh Hasina ki wapsi ke liye? Ya phir agar aane wale samay mei karti hai toh Bharat ka normal aise mamle mei kya rukh rahega?

Aur isi ko Sir jodte hue, extra sawal nahi kar raha hun, Jamaat-e-Islami ke Deputy Chief ne mujhse khud kaha ki hum Bharat ke sath baatchit karna chahte hain, Bharat ke sath milkar kaam karna chahte hain, lekin agar Sheikh Hasina Bharat mei rehkar Bangladesh ke khilaaf koi activity karti hain, aur Bharat ki usse madat milti hain toh woh thik nahi hoga. Toh in donon par aapka comment chahiye.

[Question in Hindi: Approximate translation] Sir, I am Manish Jha from TV9 Bharatvarsh. Cases of murder have been filed against Sheikh Hasina in Bangladesh, and more cases are likely to be filed, as they are saying. When we were in Dhaka, all the protesting organizations said that India should send Sheikh Hasina back, and they would ensure that she is punished for her actions. In such a situation, they are putting pressure on their own government as well. So has the new government of Bangladesh approached Indian government regarding Sheikh Hasina's return? Or, if they do so in the future, what will India's stance be on this issue?

Additionally Sir, not an extra question, the Deputy Chief of Jamaat-e-Islami himself told me that they want to talk to India and work together with India. But, if Sheikh Hasina engages in any activities against Bangladesh while staying in India, and receives India's support, it will not be right. I would like your comment on both of these matters.

[Question in Hindi: Approximate translation] Sir, this is an extension to Manish's question. I am Pranay Upadhyaya from Amar Ujala. There have been many protests at various places regarding the situation of Hindus, situation of minorities in Bangladesh. Today, protests have taken place at several places in India as well. What is the current situation there, and has there been any communication with or assurance from the current administration in Bangladesh on this matter?

Ayushi: Sir this is Ayushi Agarwal from ANI. My question is related to the third Voice of Global South Summit that is scheduled. Do we know how many countries have confirmed their participation and also have we received any confirmation from the Bangladesh side?

Suhasini: This is Suhasini Haidar from the Hindu. It's nearly two weeks now since Bangladesh's Prime Minister Sheikh Hasina landed in Delhi. I was wondering if you could tell us exactly what her status is, in terms of... is she here on a regular visa? Has she asked for asylum? Is she under some kind of house arrest or detention? Because we seem to be getting conflicting signals. Her daughter tweeted that she's unable to meet her. At the same time, Sheikh Hasina has issued a statement via her son in the US. Instead of allowing space for all of this confusion over her exact status, I'd be grateful if the MEA could tell us exactly under what conditions she is here.

Sidhant: Hi, Sir. Sidhant from WION. Sir last week, the Pakistani Foreign Ministry issued a statement. This statement basically expresses Islamabad's concern over the theft of nuclear devices in India, nuclear radioactive devices in India. If you can comment on that?

Shri Randhir Jaiswal, Official Spokesperson: Okay let's begin with Manish.

Dekhiye, jahan tak aapne jo baat kiya extradition ka, toh ye to bada ek hypothetical sa sawaal hai, toh ispe hamara ye kehna hoga ki, it is not a practice to answer hypothetical questions at this point in time. Regarding statements that you referred to by former Prime Minister of Bangladesh, dekhiye, Bangladesh mei ek antarim sarkar ban gayi hai, thik hai, aur hum unke sath kaam karne ke liye, donon deshon ke logon ke hit mei, unki aakankshaon ke liye kaam karne ke liye unse baatchit kar rahe hain, taaki donon deshon ke logon ki shanti, suraksha aur vikas yatra mei jod aaye, bal aaye. Toh ye mera jawab rahega aapke sawalon ka.

[Answer in Hindi: Approximate translation] Look, as far as your question about extradition is concerned, this is a very hypothetical question. On this I would say that it is not our practice to answer hypothetical questions at this point in time. Regarding statements that you referred to by the former Prime Minister of Bangladesh, look, an interim government has been formed in Bangladesh, and we are in talks with them to work together in the interests of both countries' people, to work towards their aspirations; so that peace, security, and development journey in both countries are strengthened. So this would be my response to your questions.

Aur hamara ye manna hai, aur hamari ye aasha bhi hai ki jaldi se jaldi wahan par normancy aaye, taaki wahan par jo hamare alpsankhyak log hain, Hindu warg ke log hain, woh log surakshit ho aur unki safety aur protection ka dhyan diya jaye. Aur hum ye bhi kehna chahte hain jo maine pichle saftah kaha tha ki ye har sarkar ki, apni unki responsibility hoti hai, unki jimmewari hoti hai, ki apne nagrikon ki suraksha woh kare.

[Answer in Hindi: Approximate translation] Pranay, as far as the question of situation of minorities is concerned, we are continuously monitoring the situation. Our High Commissioner met with the Adviser on Foreign Affairs there. During that meeting, they discussed all our issues, bilateral issues. During that discussion, they also discussed about the safety of Hindus and people from other minority communities there. We believe and hope that normalcy will return there as soon as possible, so that the people from minority communities, Hindu community can be safe; and their safety and protection are ensured. We also want to emphasize, as I mentioned last week, that it is the responsibility of every government to ensure the safety of its citizens.

Ayushi, regarding your question on the Voice of Global South, this is the third edition. This will be held tomorrow in virtual format, as we have done on two occasions in the past. As to the number of countries, all Global South countries have been invited. We have a large number of countries participating. As to the exact number of countries who will be speaking, we will give you an update tomorrow when we have a Press engagement in the evening. That is where I would leave your question to answer.

Suhasini, regarding the status of former Prime Minister, we had explained last week as well, the approval for former Prime Minister Sheikh Hasina to come to India was granted at short notice. The situation is still evolving. At this stage, we have nothing new to share about her plans.

Sidhant, on the question regarding the Spokesperson of the Pak Foreign Ministry, yes, we have seen those reports and we have also seen some comments that were made. Relevant Indian authorities have subsequently investigated the matter and they have found no radioactive substance, as was claimed in the statement. In fact, the Department of Atomic Energy has issued a statement which I will request you, urge you to have a look at. Those making such baseless comments are advised to desist from their propaganda for which obviously there are no takers. We also want to emphasize once again, that India has a robust legal and regulatory framework for safety and security of radioactive materials. Our non-proliferation track record speaks for itself. As of those making such and these baseless allegations, the less said, the better.

Rishikesh: Sir, Rishikesh from PTI. So, as you have said that we are monitoring the situation in Bangladesh. So do we have any data regarding how many Bangladeshi Hindus or minorities have approached us for shelter or anything else, especially regarding protection? And US State Department has said that they are in touch with Indian authorities to end violence in Bangladesh. So what kind of assistance or what kind of cooperation two countries are looking to end this cycle of violence in Bangladesh?

Umashankar: Umashankar Singh NDTV India se. Bangladesh se medical visa lene walon ki tadad mei kya izafah hua hai, agar aisa hai toh agar number de payain ki pahle kitne medical visa diye jate the, abhi kitne diye ja rahe hain? Aur Bangladesh mei visa issuance ko lekar kya normalcy aa gayi hai ya aane mei kuch waqt lagega?

[Question in Hindi: Approximate translation] Umashankar Singh from NDTV India. Has there been an increase in the number of medical visa issued to people from Bangladesh? If so, could you provide numbers on how many medical visa were issued earlier and how many are being issued now? Also, has normalcy returned regarding visa issuance in Bangladesh, or will it take some more time?

Rishabh: Sir, good evening. Rishabh from Times Now. Sir, Prime Minister held a telephonic conversation with Muhammad Yunus, the interim government Chief Adviser. If I can have more clarity on that. He has just tweeted, you have re-tweeted also.

Avinash: Avinash from The Asahi Shimbun. Sir, this is about India Japan 2+2. Sir, two questions, how does India look upon the significance of this third round? And what are the likely issues to come up in this round?

Irina: Hello, Irina Polina from TASS news agency. Sir, could you please us some media reports that Prime Minister Narendra Modi is planning to visit Ukraine, any dates or details of his upcoming visit? And one more question on Global South Summit. Will it be open, I mean, will it be broadcasted and will there be Head of States, Ministers or what? Thank you.

Shri Randhir Jaiswal, Official Spokesperson: Okay. Rishikesh, first your question regarding protection of minorities; as you are aware, yesterday the Prime Minister, when he spoke from the Red Fort, he conveyed concerns on behalf of 140 crore Indians that the status of minorities, status of Hindus and other minorities in Bangladesh, the government there should do more for their protection, for their safety and security. In fact, in the suo motu statement that External Affairs Minister made in the Parliament also, there again, he had mentioned his deep concerns about the safety and security of Hindus and other minorities. And he also had mentioned that we are monitoring the situation and we are deeply concerned about the safety and security of minorities. And till such time you don't have a law and order which is visibly restored, this concern will continue to remain. So, we have also taken up this issue with the interim government there and we hope that law and order will be restored and the minorities, Hindus and other minorities will be protected.

Umashankar, aapka sawaal visa ko lekar hai, dekhiye, limited visa facility, Bhartiya visa facility abhi toh diya ja raha hai. Poori tarah se visa facility tabhi shuru hoga jab wahan par law and order jo hai poori tarah se wahan par sthapit ho jayega, normal life fir se shuru ho jaye. Lekin uske alawa jo hamare Ucchayog, High Commission hain, aur jo Assistant High Commissions hain, woh log jo consular services hota hai, Indian nationals ke liye aur kisi prakar ki jo madad kar sakte hain, uske liye woh service diya ja raha hai, phone ke madhyam se. Aur uske alawa kisi aur tarike ki kisiko samasya ho counsular services... jab aapke nagrik bahar rehte hain toh bahot sari unko documentation, bahot saare certificates, kagajon ki jarurat padti hai, toh ye bhi service unko muhayaa karai ja rahi hai, lekin jahan tak poore... kyuki kafi log Bangladesh se hamare yahan aate hain, full-fledged visa service hai woh tabhi shuru ho sakta hai jab wahan par kanoon vyastha poori tarah se thik ho jaye, lekin limited tarike se chal raha hai.

[Answer in Hindi: Approximate translation] Umashankar, your question is about visas. Look, a limited Indian visa facility is currently operational. The full visa service will only resume once law and order is fully restored there and normal life resumes. However, apart from that, our High Commission and Assistant High Commissions are providing consular services for Indian nationals and any assistance that can be offered, being provided over the phone, and for any other issues requiring consular services... when our people live abroad, they often need documentation, various certificates and papers; these services are also being provided. But as far as the full-fledged... since a lot of people come here from Bangladesh, full-fledged visa service will only resume once law and order is fully restored there. For now, it is operating in a limited capacity.

Rishabh, you asked about a question on which there is confirmation, I mean, as I came into this room. So details of the conversation, you would have gathered from the media outlets. More on it, we will convey to you after this session.

Avinash, yes, 2+2 dialogue with Japan is very important for us. This is the third one that is happening. India-Japan, the relationship is of a very high level. So getting the Foreign Ministers of the two countries and also the Defence Ministers of the two countries on the same platform will give a major boost to all aspects of our relationship including political, defence, security and strong economic ties and other ties that we share with Japan. As to the likely issues to be discussed, on 20th, post the engagement, we have a Press conference. Please do attend so that you can be informed of all the issues that have been discussed.

On the Prime Minister's visit to Ukraine, we will be having a Press conference shortly when we will let you know more details about it. On the Global South Summit, we have the Leaders' segment and we'll also have 10 Ministerial segments. These are in virtual format. I am sure this should be available, once we put it out, for people to see the kind of conversations that have happened, in parts may be. But, I will come back to you whether it is open session or not. I am not sure whether it is open, but some of its videos after the event will be put out. We will also have a Press conference where you will come to know of the details of each of those Ministerial segments that we have. We have Trade Minister, Foreign Minister, Education Minister, all those details we have given in the Press Release that we have issued. And in the Leaders' segment, of course, Prime Minister himself will be conducting that Session.

Abhishek: Sir this is Abhishek Jha from CNN News18. My question is regarding this Russian conflict that is happening currently. There are reports that Kursk has been attacked by Ukrainian forces. So, do we have any update about the Indians who have been living there, whether they have been asked to leave or rescued? Then there are other reports also of increasing conflict between the two sides. So, have we issued or updated the advisory for Indians living in those areas?

Huma: Sir I am Huma Siddiqui from the Financial Express. I have two questions. One, have we resumed our normal trade with Bangladesh? And my second question is, MoS is visiting Central America and Caribbean. So are any MoUs or big announcements expected from El Salvador and Guatemala?

Siddhant: Hi, Sir. I am Siddhant from CNN News18. Sir, I want to know your position, since it has been announced by Bangladeshi side that they will go for UN-led investigation in what happened between 1st August to 5th August when Sheikh Hasina was the Prime Minister. But there is radio silence as far as the investigation which is required and even people and Hindus and other minorities are demanding after what happened after 5th August and still continuing perhaps in some part, the violence, the minorities were attacked, looted, etc. What is India's position? There has been an assurance, in fact, in the tweet also of Prime Minister Modi, he mentioned that Adviser assured him as far as the safety of minorities is concerned. But as far as the investigation part is concerned, Sir, has there been any talks between two sides and was this issue raised by the Indian High Commissioner to Bangladesh when he met the Foreign Adviser? Thank you.

Gautam: Sir, my question regarding the previous one relates to the US Spokesperson's... what they have said that they are in touch with India on what is happening in Bangladesh. At what level they are in touch with India and what kind of conversation, if you can give us some kind of note on that?

Sudhi: Sir, on Bangladesh again, I mean, India's High Commissioner to Bangladesh, as you said, met the Interim Adviser to Government of Bangladesh and the statement that came out very clearly said the statements from Sheikh Hasina emanating from India is unlikely to help India-Bangladesh relationship. Your comments on that and also, Sir, would you like to give us any clarity on a possible visit of the Malaysian Prime Minister?

Shri Randhir Jaiswal, Official Spokesperson: Abhishek, first coming to your question, yes, we have all seen reports of what is happening in that part of the world. We also have a student community in Kursk area. The Indian Embassy is in touch with them, they have issued an advisory and trying to see how best they can support them and help them. We have some students in that part, medical students, I understand.

Huma, to my understanding, normal trade has begun with Bangladesh, trucks have been plying between the two countries, taking essential commodities and other products.

On the question of the visit of Minister of State for External Affairs, Pabitra Margherita, we have also issued a detailed Press Release, so I would ask you to have a look at that. But just to let you know that this visit of his to Latin America covers five countries. It is rare that you are able to do five countries in one go. That itself shows you the commitment that we have, to strengthen our ties with countries in Latin America and the Caribbean region, and also it is an opportunity for us to explore and advance a partnership in several new areas. In all these countries, Minister Margherita will be meeting the Foreign Minister of the country. In addition, he will call on the Presidents in three of the countries and also meet with the Prime Minister in Trinidad and Tobago. In Dominican Republic, which is his first stop, he will be attending the formal swearing in ceremony of His Excellency Luis Abinader, the President-elect of Dominican Republic and thereafter he follows from there to Guatemala, over to El Salvador, thereafter to Panama and then to Trinidad and Tobago. So all in all, all these visits have several components, how we can strengthen our trade, how we can strengthen our technology connections, how we can strengthen our people-to-people ties, there will be community engagement as well. So we really look forward to the visit of the Minister and hopefully the outcome will be something very meaningful for both countries or between the countries, those five countries and India.

Siddhant, your question regarding investigation etc, see, from our perspective, we have conveyed our issues, our High Commissioner met with the Adviser in Dhaka and he discussed all aspects of our relationship including the issues of minorities, and we have stressed that action be taken to protect Hindus and the minorities in the country and at the same time we hope that normalcy will return to the country soon, so that the minorities can lead a normal life sooner than later.

Gautam ji, on India-US ties, India-US ties is a very broad based relationship that we have and both countries, we talk about global affairs, we also talk about regional affairs, issues in South Asia, developments, all the developments that impact our relationship. So, that is the context of our conversation between India and the United States; and regularly, we conduct this dialogue and conversation on several issues.

Sudhi, specifically to your question about the statements being made by former Prime Minister, see, as I said earlier answering one of the questions before, an interim government has been formed in Bangladesh. We look forward to working with them to fulfill the shared aspirations of the people of our two countries for peace, security and development. So, that is where I will leave it.

Also, regarding the visit of the Malaysian Prime Minister, when we announce a visit, it is done in consultation with the participating country which in this case happens to be Malaysia. So we will make the announcement, the announcement will happen tomorrow because both countries have to be on... they have certain formalities to follow. But let me tell you we eagerly look forward to the visit of the Prime Minister of Malaysia. He had visited India in 2019 as President of People's Justice Party when he had participated in Raisina Dialogue, this was in 2019, January; and that time he had also called on the Prime Minister. So we are eagerly looking forward to the visit of Prime Minister of Malaysia. I think in 2016 or so, we had also elevated this partnership...in 2015, to Enhanced Strategic Partnership when our Prime Minister had visited Malaysia in 2015. So all in all, the visit will offer an opportunity to review and intensify our engagement across a wide spectrum of areas and we all look forward to taking India-Malaysia partnership to newer heights.

Manash: This is Manash from PTI. As you said, in fact, we are looking forward to have cordial relations with the interim government of Bangladesh, to ensure welfare of people on the both sides; but there have been increasing signals from Dhaka that Hasina's stay in India, continuing stay in India could put a strain on overall ties between the two countries. So, how long Hasina can actually stay in India? Is there a timeline? So, has she conveyed to India her plans? So, how long we can afford to just allow her to stay on Indian soil? Thank you.

Divya: Sir, Divya from Indian Express. We've been reading reports of the Prime Minister's visit to the US next month for the UN Summit of the Future, where he's also going to address a community event. Is there also a possibility of a meeting with somebody from the US administration on the sidelines?

Raghavendra: This is Raghavendra Verma from German Television, ZDF. It is about Ukraine situation, does India has any statement to make? What does India think about the invasion of Ukrainian forces in Russia? Does it affect in any way the agenda of the Prime Minister's upcoming visit? Or the situation, thus the peace becomes more harder or more sooner, what India thinks about it?

Siddhant: Thank you Sir. Sir, I am Siddhant from CNN News18. Sir, I want to know the Government of India's position on Sheikh Mujibur Rahman's legacy. Why I'm asking this question is because the interim government has cancelled the holiday on the day he was assassinated. Then Sir, in fact yesterday, we got these disturbing visuals from outside his residence which has been transformed into a museum, where his followers, those who believe in his ideology and what he has done for the country, they were beaten up and in fact they were not allowed to go to the museum. I want to know, Sir, because India and Bangladesh have shared history. So I would like to know, Sir, is there a change in position of the Government of India as far as Mujibur Rahman's legacy is concerned or is it still the same? Thank you.

Sarjana: Sir, main Sarjana Sharma, Sanmarg se hoon. Kya Dhaka sthith Bhartiya Ucchayog ko kuch applications mili hain ki kuch alpsankhyak wahan ke Bharat ki nagrikta jo lena chahte honge, aisa kuch hain toh sankhya kitni hai?

[Question in Hindi: Approximate translation] Sir, I am Sarjana Sharma from Sanmarg. Has the Indian High Commission in Dhaka received any applications from minorities there who wish to acquire Indian citizenship? If so, what is the number of such applications?

Pranay: Sir Pranay Upadhyaya, Amar Ujala se. Mera sawaal Zakir Naik ko lekar hai. Malaysia ke Pradhan Mantri Bharat aa rahe hain. Toh Zakir Naik ko lekar kya latest position hai, aur kya unki is yatra ke dauran apeksha ki ja sakti hai ki Bharat ek baar fir is mudde ko uthayega taki jald pratyarpan ho sake?

The Prime Minister of Malaysia is coming to India, so what is the latest position regarding Zakir Naik? And during his visit, can we expect that India will raise this issue once again to expedite his extradition?

Shri Randhir Jaiswal, Official Spokesperson: First, Manash to your question, I have already answered. So, I would refer you to what I had said earlier exactly, regarding the stay of former Prime Minister of Bangladesh.

Divya, regarding the United States' visit, we are still a month away, so we will announce the visit at an appropriate time as also details of the visit, what lies in it.

Raghavendra, on Ukraine-Russia, our position you have known, we have emphasized that dialogue and diplomacy is the way forward for both countries to sit together and decide the course forward. So that has been our position.

Siddhant, your question regarding legacy of Sheikh Mujibur Rahman, see, our response to your question would be that India has always been a steadfast supporter of the people of Bangladesh since independence. And we will remain so in their quest for development, progress and prosperity. These sentiments were also expressed by our Prime Minister in his Independence Day Address that he made yesterday. So that is how we look at the issue that you raised.

Dhaka mei jo hamara dutawas hai, ucchayog hai, wahan par limited tarike se visa applications ko process kiya ja raha hai, kyuki bahot sara samay aisa hota hai, kisi ko medical emergency mein jana ho, wagaira wagaira. Aur abhi hamara jo poora operation hota hai, uski abhi shuruwat nahi ki gayi hai, aur isliye nahi ki gayi hai kyuki, aapko samjh mein aa raha hoga ki wahan par law and order ki sthiti kuch alag hai. Ek baar jab behtar ho jayega, shanti bahal ho jayega poore tarike se, toh fir visa ki poori operation wahan se khul jayegi, shuruaat ho jayegi.

[Answer in Hindi: Approximate translation] Our High Commission in Dhaka is processing visa applications in a limited manner, because there are often situations where someone may need to travel under medical emergency, etc. However, our full operations have not yet started, and the reason for this as you can see, because the current law and order situation is different there. Once the situation improves and peace is fully restored, the full visa operations will resume there.

Pranay, very specific question, dekhiye Malaysia ke sath hamare rishtey kuch saalon mei, idhar ke saalon mei behtar hue hain. Aur ye Pradhan Mantri Anwar pahle bhi Bharat aaye aur hum log unka garm-joshi se swagat karne ke liye intezar kar rahe hain.
