Transcript of Weekly Media Briefing by the Official Spokesperson (January 04, 2024)
India - Ministry of External Affairs
January 04, 2024
Shri Randhir Jaiswal, Official Spokesperson: Good afternoon friends. A very warm welcome to this first press engagement with all of you, and Happy New Year to all of you. I don't have announcements to make, so we will go in straight for questions and I am ready for it. I would also request you...many of you I know, but many of you I still have to get familiar with, with your organization at least. So please do take your name and your organization that you belong to.
Siddhant: Hi Sir, Siddhant from WION. My question to you is, how do you assess the situation in the Arabian Sea, in the Red Sea area? We saw the announcement of the coalition. We have also seen the bombings in Tehran, in Iran in fact. So any contingency plan India planning or what do you see the situation panning out? Are we going to participate in these coalitions?
Agar Houthiyo ke khilaf America apne coalition forces ke sath jo hai, attack karta hai toh Bharat kya is tarah ke attack ka hissa banega?
[Question in Hindi: Approximate Translation] I am Madhurendra from News Nation. Sir, with regard to the Houthi issue, has India changed its stance, especially with the increased deployment of our Indian Navy in the Red Sea and, specifically the Arabian Sea? If America attacks the Houthis with its coalition forces, then will India participate in such an attack?
Abhishek Jha: Hi Sir, this is Abhishek Jha from CNN News18. Sir, my question is related to upcoming Ram Mandir consecration ceremony. Have we sent invitation to the foreign dignitaries through MEA or anybody who has confirmed this participation for the upcoming event?
Shailesh: Namaskar Sir. I am Shailesh from National Defence. Sir, may I request you to update about the status on our northern border with China and do we see that there would be some progress this year and China would go back or return to its 2020 status quo?
Shri Randhir Jaiswal, Official Spokesperson: So I will first answer these four questions and then we will take more.
So Siddhant, regarding your question on what is happening, the situation in the Red Sea, etc., we have in the last presser as well, we had made it very clear, that we attach very high importance to freedom of navigation, free movement of commercial shipping. We are looking at the situation. It's an evolving situation and we are looking at all aspects of it. As you know, we have Indian Navy ships patrolling the area. They are also keeping a watch on Indian ships there. So far, we are not part of any multilateral initiative or project in the area. So that is where we are, but we are looking at the unfolding situation very closely.
Usi se laga hua sawal Madhu aapka bhi tha. Toh mota mota jawab yahi hai ki, ek jo wahan par sthiti bani hui hai usko hum log lagatar uspe najar rakhe hue hain. Hamare jo raksha bal ke log hain, Indian navy ki ships hain wahan par patrol kar rahe hain, aur jo hamare jahaj hain jinko wahan par suraksha chahiye us par woh najar rakhe hue hain. Aur abhi tak ka jo hamara hum log ki samjh hai ki us ilakhe mai jo koi bhi multilateral project ya initiative chal raha hai, uske abhi hum log bhag nahi hain, lekin ye ek situation lagatar bani hui hai, uspe humlog najar rakhe hue hain aur dekhte hain ki aage kya hota hai.
[Answer in Hindi: Approximate Translation] The same question was from you too, Madhu. So, the answer is that we have been continuously monitoring the situation that is evolving there. Our defense forces, including Indian Navy ships, are patrolling the area; and are keeping a close watch on the situation, ensuring the safety of our vessels in need of protection. As of now, our understanding is that we are not part of any multilateral projects or initiatives in that area. However, we are vigilantly observing the ongoing situation, and let's see what unfolds next.
Abhishek, you had a question on Ram Mandir Trust. See, this Ram Mandir event is being organized by a Trust. So they are the host, not the Government. So it is for them to decide whom to invite etc. So far, we don't have any information on who are the people coming, etc., but it's entirely for them to decide and look into.
Shailesh your question was about China. Our position in China is very well known to all of you. It is a relationship which is not normal, but we have had dialogues both on the military side and on the diplomatic side. In the month of October and November, we had both these engagements. And the idea is that we engage, so that we can have some sort of resolution. I'll just pull out what we...these meetings that we had in October and November, so that I can give you a little more details. The Commander level meeting that we had in the month of October and there was an agreement to maintain momentum of dialogue and negotiations through relevant military and diplomatic mechanisms, and they also committed to maintain peace and tranquility on the ground at the border areas in the interim. So that's very important. We also had the 28th meeting of the WMCC, i.e. Mechanism for Consultation and Coordination on India-China Border Affairs. This is at the diplomatic level. We had our Joint Secretary, East Asia participating there, and the idea...they had very good in-depth discussion, constructive discussion, frank discussion, and they looked at all the proposals to resolve remaining issues and achieve complete disengagement in Eastern Ladakh. They further agreed on the need to maintain peace and tranquility along the border areas, ensure a stable situation on the ground, and avoid any untoward incident. And then thereafter, the two sides agreed to continue dialogue through military and diplomatic channels and hold the next round of Senior Commanders' meeting at the earliest in order to achieve the above objective. So that is where we are. We hope that answers your question.
Shri Randhir Jaiswal, Official Spokesperson: Can we go this side and then I'll come the other side? So please.
Ayushi Agarwal: Sir this is Ayushi Agarwal from ANI. I have two related questions to Maldives. First, there are reports of Maldivian President travelling to Beijing this month. How does India see this visit as the earlier Head of States had chosen their foreign destination as India first and then China? And second, what is the update on the withdrawal of the Indian military personnel from Male?
Pranay Upadhyay: Sir Pranay Upadhyay Zee News se. Mera sawal Qatar case ko lekar hai. Sir, court ka verdict aaye kareeb ek hafta ho chuka hai, kya ispe further strategy hai, court ke verdict ka adhyayan karne ke baad Bharat sarkar ka rukh kya hai is case mai?
[Question in Hindi: Approximate Translation] Sir, Pranay Upadhyay from Zee News. My question pertains to the Qatar case. Sir, it has been almost a week since the Court's verdict. Is there any further strategy regarding this, and what is the Indian Government's stance on this case after studying the Court's verdict?
Yeshi Seli: Sir, Yeshi Seli from the New Indian Express. Dr. Jaishankar is in Kathmandu today. What's the agenda of the 7th India Nepal Joint Commission meeting? Are any agreements likely to be signed?
Meghna Dev: Sir, Meghna Dev from DD News. Sir, have you got confirmations of Heads of State or Heads of Governments arriving for the Vibrant Gujarat Global Summit? Any confirmations on who is arriving?
Shri Randhir Jaiswal, Official Spokesperson: Okay, so let me take these questions and then I'll come back for more.
Ayushi on your question regarding Maldivian President's visit. This is a decision which Maldives has to take. We don't have any comments on that. It is for them to decide where they go and how they go about their international relations. Then you had a question about the update on military personnel. On that, I don't have any update as of now, but as and when we have, we'll share with you.
Qatar case mai Pranay, 28 december ko wahan ke jo Court of Appeal hai unhone ek judgement diya, uske tatpashchat hum logon ne ek press release nikali, jismai hum logon ne bataya tha aapko ki unka jo death sentence hai, mrutyu dand hai, usko hatake prison sentences kar diya hai. Ab hamare pass...jo humari legal team hai, unke pass woh court ka order hai. Woh jo court ka order hai woh ek confidential document hai. Lekin itna main keh sakta hoon ki, aur confirm kar sakta hoon ki un sabka jo varying sentences hai, alag-alag avdhi ka sentence mila hai aur death penalty khatam ho gaya hai. Jahan tak aage masle ki baat hai, 60 din ka samay hai jab is masle ko appeal kiya ja sakta hai, Court of Cassation mai, jo ki Qatar ka sabse uncha court hai. Is mudde par hamari jo legal team hai woh kaam kar rahi hai, aur hum log bhi pariwar ke sath aur legal team ke sath is vishay par baat kar rahe hain, jude hue hain, aur aage dekhte hain ki kya hota hai.
[Answer in Hindi: Approximate Translation] In the Qatar case Pranay, on December 28, the Court of Appeal there issued a judgment. Thereafter, we released a press release in which we informed you that the death sentence has been commuted to a prison sentence. Our legal team has the court's order, which is a confidential document, But I can confirm this that each individual involved has received different sentences, and the death penalty has been abolished. As for the next steps, there is a 60-day period during which this matter can be appealed to the Court of Cassation, which is the highest court of Qatar. Our legal team is working on this issue, and we are in discussion with the families and the legal team, we are connected with them and will see what unfolds next.
So on 28th of December, the Court of Appeal had given a judgement. Thereafter, we had issued a press release giving details or telling that the death penalty has been reduced. Now, we have the judgement order, which is a confidential document. The legal team has access to it. What we can tell you, confirm to you is, that the death penalty has now been converted into varying prison sentences for the 8 Indian nationals. On the next steps, we are in touch with the family members, we are also in touch with the legal team. They have 60 days, the legal team has to, the court has given 60 days for the appeal to be made before the Court of Cassation, which is the highest court in Qatar; and it is for the legal team now to decide the next course of action.
Yeshi, on the question of EAM's visit to Nepal, as you are aware, External Affairs Minister is in Nepal today and tomorrow. He has called on the President of Nepal, he has also called on the Prime Minister of Nepal, and then we have the India-Nepal Joint Commission meeting that he'll be chairing along with the Foreign Minister of Nepal. He'll also have several other engagements. The Joint Commission is very important for both the countries to take...to undertake a review of all the agenda that is there, in the bilateral format and to take things forward. So that is where we are. There are several aspects to be discussed. You will...hopefully you will get more on that, as the visit of the External Affairs Minister progresses.
Megha on Vibrant Gujarat, we do have several high level participants, participation that is in the offing. This is work in progress. As you know that these visits are announced closer to the date, so as and when we'll have these visits finalised, we'll let you know. Hopefully that should happen as soon as possible.
Shubhajyoti: Sir, this is Shubhajyoti from BBC News. My question is on Bangladesh election. Election is taking place this weekend, on 7th to be precise. However, questions are being raised on the, over the credibility of this election because major opposition parties are not participating. So I just wanted to know what is India's view on that? And secondly, are we sending any team of official observers to this election?
Dhairya Maheshwari: Sir, this is Dhairya Maheshwari from Sputnik India. So my question is...Sir, there are several media reports indicating that Indian-made artillery shells have been spotted in Ukraine. Now these have been shared by pro-Ukrainian handles on social media as well as there are reports on this. And Sir, reports also suggest that they might be a result of transfer from third countries, from European countries. So Sir, would there be a comment on this? Thank you.
Sandeep Dixit: Sir, I am Sandeep Dixit with the Tribune. This is also Russia-Ukraine related. G7 has imposed sanctions on Alrosa, Russia's diamond company, Alrosa. And the diamond trade in India has been badly hit. So what are the steps the Indian government is taking in this regard?
Umashankar: Umashankar NDTV se. Mera sawal hai ki Hamas ke political bureau ke jo deputy leader the, Beirut mai ek hamle mai unki maut hui hai. Kya uspe Bharat ki taraf se koi pratikriya hogi? Aur dusra Iran mai jo bomb blast hua hai usme 100 se jyada logon ki maut hui hai, ispe agar aap apna take lena chahe.
[Question in Hindi: Approximate Translation] Umashankar from NDTV. My question is regarding the death of the deputy leader of Hamas' political bureau in an attack in Beirut. Is there any reaction from India on this? And secondly, about the bomb blast in Iran where over 100 people lost their lives, if you could provide your comments on that.
Shri Randhir Jaiswal, Official Spokesperson: So first, to your question Shubhjyoti, the elections in Bangladesh... and we have been very consistently saying this, that the elections in Bangladesh, is the domestic affair of Bangladesh. It is for the people of Bangladesh to decide their future. So that is where we are. This question was asked in last presser also. My predecessor then had answered this question as well. So I will leave it at that.
On the question regarding...Sputnik, on artillery shells. One thing is very clear. We have also seen some media reports in this regard. We can categorically say that we have not sent any of these artillery ammunitions to Ukraine. Not exported, we have not sent.
Sandeep, regarding your question on G7 provisions regarding diamond sanctions, etc. Obviously when it comes to diamond industry, India is a big player in that and anything that happens in any part of the world has an impact on our industry. We do have concerns, but to be very specific to your question, I do not have all the details for it. So hopefully next time when we meet, we will have more details to share with you.
Umashankar ji jahan tak Iran ka sawal hain, Iran mai kal bomb blast hua, uske baad hum logon ne apni pratikriya jari ki hain, aapne shayad dekha hoga ki hum logon ne statement jari kiya hain, jismai hum keh rahe hain ki hum log iski ninda karte hain. Apne shayad statement dekha hoga ki hum bahot dukhi hain, ki itni badi ghatna hui, jismai kaafi log hatahat hue hain, Kerman shahar mai. Aur aise dukhad mauke par, aise gambhir mauke par hum Iran ke logon ke sath, aur Iran ki sarkar ke sath khade hue hain. Aur hamare thoughts, hamari prayers, jo pariwar hai, jinhone apne pariwar jano ko khoya hain aur jo log wahan par hatahat hue hain, aur jo log waha par abhi injured hain, unke sath hamare thoughts aur hamari prayers hain.
[Answer in Hindi: Approximate Translation] Umashankar ji, regarding the question about Iran, there was a bomb blast in Iran yesterday, and following that, we have issued our response. You might have seen that we issued a statement expressing our condemnation. The statement says that, we are very shocked and saddened, its a very tragic incident, where a significant number of people lost their lives in the city of Kerman. At this difficult time, we stand with the people of Iran and the Iranian government. Our thoughts and prayers are with the families of the victims, and with those who were affected and injured in the incident.
Hamas wale mudde par, ye Hamas ka, wahan ka mudda hain. Jo hamara position raha hain Israel aur Gaza ke beech ka iske bare mai hum logon ne apni sthiti pe badi clearly, aur consistantly line li hain, aur us se aap avgat hi hain.
[Answer in Hindi: Approximate Translation] As for the issue related to Hamas, it is a matter concerning that region. We have consistently and clearly articulated our position on the situation between Israel and Gaza, and you are familiar with our position on this matter.
So, now we go to the next round.
Nivedita Mukherjee: Sir, this is Nivedita Mukherjee from the Sunday Guardian. Regarding President Macron's presence here for the Republic Day, is he coming with a business delegation, Sir?
Kadambini Sharma: Kadambini Sharma from NDTV. Saal ke pahle din jo Ukraine ke videsh mantri hain unhone ye likha ki unhone pehla call hamare videsh mantri ko kiya, aur hamare videsh mantri ne bhi iske baare mai jankari di. Iske theek pahle hamare videsh mantri Russia mai the. Toh kya Ukraine ne, jaise Bharat pahle bhi madat bhejta raha hain, koi aur bhi humanitarian madat mangi hain? ya koi aur bhi bhatchit hui hain, iska agar aap koi update de sake?
[Question in Hindi: Approximate Translation] Kadambini Sharma from NDTV. On the first day of the year, the Foreign Minister of Ukraine mentioned that his first call was with our Foreign Minister, and our Foreign Minister also provided information about it. At that time, our Foreign Minister was in Russia. So, has Ukraine...as India has been sending aid before too; request for any other humanitarian assistance? or has there been any other discussion? If you could provide an update on this.
Sidhant: Hi, Sir. I am Sidhant from CNN News 18. Sir my question is regarding the growing concern in Indo-Canadian community living in British Columbia. They have been getting a lot of extortion calls, threat calls from last two months. In fact, some of the newspapers have reported more than 100 extortion calls have been made by the gangsters based in British Columbia. Sir, is the Government of India monitoring the situation and do you have any comments to make on that? Thank you.
Megha Sharma: I am Megha Sharma from News X. The Supreme Court today has rejected the plea of the family of Nikhil Gupta, who has been indicted by Czech Republic in that alleged attempted foiled attempt to kill Gurpatwant Singh Pannun. The lawyer who is representing him today and the Supreme Court has said that the family has reached out to the Ministry of External Affairs, to the Indian Embassy, but they have not gotten any response. Is the Ministry of External Affairs going to do something about it?
Shri Randhir Jaiswal, Official Spokesperson: Okay. So let me answer these four questions and then I'll come back to more.
Nivedita, regarding your question about President Macron's visit, we are still some distance away. The program is being finalized. It is work in progress. So regarding your business delegation, I will not have any update on that, but closer to the date we will share more details with you, if that is fine.
Kadambini jaha tak Ukraine ka sawal hain, hamare videsh mantri ne kal waha ke videsh mantri se baatchit ki thi. Aur us batchit ke darmiyan jo hamara bilateral cooperation hain, uske bare mai batchit hui. Aur dusra ki jo wahan par jang chal raha hain uske bare mai baat hui. Toh ye do pramukh mudde the jis par batchit hui aur main isko yahi par khatam karna chahta hoon.
[Answer in Hindi: Approximate Translation] Kadambini regarding the question on Ukraine, our Foreign Minister yesterday had discussions with the Foreign Minister there. And during the discussions, the focus was on our bilateral cooperation. And secondly, the discussions also included the ongoing conflict in the region. So, these were the two main issues discussed, and I would like to stop at that.
Sidhant, you talked about extortion calls, etc. We have several issues to discuss. We have been discussing issues regarding security situation, etc. There was an issue about a temple which was attacked. The Canadian police then, thereafter went into investigation of the temple premises and the person who had intruded. It later turned out, and they issued a statement, that the person was of unsound mind. So there are these issues that keep happening. But on your question, I do not have exact answers to all the things that you're pointing on. But hopefully, I'll share more details with you soon. But it is a matter of concern. Extortion calls, we're getting extortion calls, people getting extortion calls, especially Indian nationals, is a matter of serious concern.
Megha, your question was about the Supreme Court. So in this particular case, the habeas corpus plea of Mr. Nikhil Gupta was considered by the Supreme Court. The Supreme Court has given a ruling. We have not yet seen the order of the Supreme Court. So therefore, it will not be fair for me to comment on it. We'll take things as it comes. The matter rests in the Supreme Court. The Supreme Court has given a ruling. The order will be out, once we see the order, thereafter we'll see what are the next steps forward. We have yet to see the formal order of the Supreme Court.
Sridhar: Good evening, Sir. Sridhar from the Asian age. Sir, the External Affairs Minister made some fairly sensational remarks recently where he said that India's first Prime Minister had a China first policy. So is this the view of the Ministry that Mr. Nehru in some way had compromised the strategic interests of the country? Thanks.
Tripti Lahiri: Hi. This is Tripti Lahiri with The Wall Street Journal. India set up a high level committee last year to look into concerns raised by the US regarding alleged plot against Sikh American, Gurpatwant Singh Pannun. Can you tell us about whether the committee has begun its work, who is on it, who has oversight for it, any update...we would like to know more about how that's going?
Manas: This is Manas from PTI. A little clarification. When you said 60 days time for appeal against the order pronounced by the Qatar court, is it effective from December 28, the 60-day period?
Gautam Lahiri: This is Gautam Lahiri. To follow up to our earlier question on Bangladesh, three members of Election Commission has already reached Dhaka. And before reaching, they met MEA officials. So whether MEA has given any brief or what kind of discussion you had with the election commission's officials?
Shri Randhir Jaiswal, Official Spokesperson: So let me answer these questions.
Sridhar, regarding the yesterday's event that you were talking about, the External Affairs Minister talked about his book and several other things. I would not like to comment on that. He's already spoken, so that is where I would leave it.
Tripti, regarding the question about high level committee, the high level committee has been constituted. And I do not have the details with me, but hopefully the high level committee will look into all those issues that were highlighted, of which you are aware. And once the high level committee comes up with the findings, thereafter we'll have more things to share with you.
Manas, regarding the 60-day time frame, I would assume, but I'm not a legal person here. I would assume that it would start on 28th December or a day after, but it is for the legal team there to look into these aspects.
Gautam, regarding your question about Election Commission, I'm not aware of the Election Commission from India, the members have reached Bangladesh, as you said. But I'm not aware of what sort of briefing has happened here. But surely I'll share more details with you as I can get to them.
Vishal Pandey: Sir, main Vishal Pandey hoon Zee News se. February mai Pradhan Mantri Narendra Modi ke UAE, Abu Dhabi daure ki charcha hain, kya ye daura final ho chuka hain aur kya karyakaram rehne wala hain agar ye daura final hua hain toh?
[Question in Hindi: Approximate Translation] Sir, I am Vishal Pandey from Zee News. There are discussions about Prime Minister Narendra Modi's visit to UAE, Abu Dhabi in February. Has this visit been finalized, and if so, what events or programs are expected during this visit?
Preethi: Good afternoon. I'm Preethi, independent journalist. There are reports that Venezuela, to supply oil to India in lieu of pending dues of $600 million, any details that can be shared about this. Thank you.
Shri Randhir Jaiswal, Official Spokesperson: So we still have two more questions there, and then we can wrap it up.
Neeraj Dubey: Sir, main Neeraj Dubey Prabhasakshi se. Balochistan mai Sir kafi hinsak virodh pradarshan chal rahe hain, wahan ke jo Pakistan ke care taker Pradhan Mantri hain unhone is sthiti ke liye Bharat ko jimmedar thehraya hain. Kya Bharat sarkar ki, koi pratikriya hogi, videsh mantralay ki?
[Question in Hindi: Approximate Translation] Sir, I am Neeraj Dubey from Prabhasakshi. There are violent protests happening in Balochistan, and the caretaker Prime Minister of Pakistan there has held India responsible for this situation. Will there be any response from the Indian government or the Ministry of External Affairs regarding this?
There is no extradiction treaty. Aise mai ab Bharat ke pass vikalp kya reh jate hain?
[Question in Hindi: Approximate Translation] Sir, I am Sanjeev Trivedi from News24 TV. Another question related to Pakistan is regarding the extradition request by us, of the Lashkar-e-Taiba terrorist, Hafiz Saeed. And thereafter, response has also been given by Pakistan, that mentioned that there is no extradition treaty between our countries. In such a situation, what options does India have now?
Shri Randhir Jaiswal, Official Spokesperson: Vishal aapka sawal tha UAE daura ka. Dekhiye jo bhi Pradhan Mantri ke daure hote hain is prakar ke, isko uchit samay par hum log announce karte hain. Toh ye mudda abhi yehi tak hain. Jab samay aayega toh hum isko age le jayenge, iske baare mai aapko batayenge.
[Question in Hindi: Approximate Translation] Vishal, your question was about the UAE visit. Look, whenever Prime Minister's visits of this nature are scheduled, we announce them at the appropriate time. So, when the time comes, we will take the matter forward and we will inform you about it.
Preethi, regarding Venezuela, we have given to understand that there is now an understanding, that Venezuela has agreed to provide crude oil in lieu of dividend that they owe to OVL. However, there are several technicalities that are involved in it, which have to be looked into, including the OFAC regulations, including quotas, etc., all these issues. I think petroleum, if you want more details, you can touch base with Ministry of Petroleum. But yesterday, there were some reports about that. The Secretary had spoken about these issues as well.
Neeraj aapne jo sawal kiya pakistan mai udhar hinsa ke bare mai, ye pakistan ka andhruni mamla hain, isliye mere pass iske comment karne ke liye kuch nahi hain.
[Answer in Hindi: Approximate Translation] Neeraj, the question you asked about the violence in Pakistan, it's an internal matter of Pakistan, so I have nothing to comment on it.
Sanjeev aapka sawal pratyarpan ka tha, extradition ka tha. Hum logon ne apne taraf se kyuki ek mamle mai jis vyakti ki baat aap kar rahe hain, inko ek mamle mai yahan par, inka jo ek money laundering ka case hain, usmai he is wanted here, vanchhit hai. Toh hum logon ne apni taraf se jo ho sakta hai, jitna hamare paas documentation hain, woh humne un logon ko diya, taki woh iske aadhar par extradition ko consider karain. Baki ye jo masla hain ki agar aapke pas extradition treaty nahi ho to kya hota hain, ye ek legal point hain iske baare mai aapko -- mere paas abhi jankari nahi hain, but ispe, I will come back to you on this particular issue.
[Answer in Hindi: Approximate Translation] Sanjeev, your question was about extradition. From our side, in this particular case that you are referring to, the individual is wanted here in connection with a money laundering case. So, we have provided the necessary documentation from our side for them to consider extradition in this particular case. However, the issue of what happens when there is no extradition treaty is a legal point, and I currently do not have information on it. I will come back to you on this.
So ladies and gentlemen, with that, we will come to the closure of this presser and look forward to seeing you next week or thereafter. Because next week we have several engagements in Gujarat, the Vibrant Gujarat is happening there. Thank you very much.
